The Prime Minister, Shri Narendra Modi inaugurated Semicon India Conference 2022 and shared his remarks via video conferencing at the inaugural session today. Union Ministers, leaders of the Semiconductor industry, investors, academics and members of the diplomatic corps were among those present on the occasion.

At the outset, the Prime Minister welcomed all and expressed happiness that the conference is taking place in India. He underlined the critical role of semiconductors in today’s world and said “it is our collective aim to establish India as one of the key partners in global semiconductor supply chains. We want to work in this direction based on the principle of Hi-tech, high quality and high reliability.”

The Prime Minister underlined six reasons for India being an attractive investment destination for Semiconductor technologies.

First, India is building a digital infrastructure to connect over 1.3 billion Indians. Describing the strides that India has recently made in the field of financial inclusion, banking and digital payment revolution, the Prime Minister said “we are using digital technology to transform lives in all sectors of governance from health and welfare to inclusion and empowerment.”

Second, the Prime Minister said, with steps like connecting six hundred thousand villages with broadband investment in developing capabilities in 5G, IoT and clean energy technologies, India is paving the way to lead the next technology revolution.

Third, India is headed for robust economic growth with the world's fastest-growing Startup Ecosystem. India's own consumption of Semiconductors is expected to cross 80 billion Dollars by 2026 and 110 Billion Dollars by 2030.

Fourth, India has undertaken wide-ranging reforms for improving the ease of doing business in India. The Prime Minister informed about measures like the abolition of more than 25,000 compliances, a push towards auto-renewal of licenses, transparency and speed in regulatory framework via digitization and one of the most favourable taxation structures in the world.

Fifth reason, said the Prime Minister, is heavy investment in skilling and training young Indians for the needs of the 21st century. “We have an exceptional semiconductor design talent pool which makes up to 20% of the world's semiconductor design engineers. Almost all of the top 25 semiconductor design companies have their design or R&D centres in our country”, he added.

Sixth, the Prime Minister said that India has undertaken several measures towards transforming the Indian manufacturing sector. “At a time when humanity was fighting a once in a century pandemic, India was not only improving the health of our people but also the health of our economy”, he said. Prime Minister Modi talked about ''Production Linked Incentives'' schemes that offer incentives of over 26 Billion Dollars in 14 key sectors. Over the next 5 years, the electronics manufacturing sector is expected to see record growth, he informed. Shri Modi also told the audience about the recently announced Semi-con India Programme with a total outlay of over 10 billion dollars. This program aims to provide financial support to companies investing in semiconductors, display manufacturing and design ecosystems.

The Prime Minister acknowledged the need for government support and assured the audience of the best efforts of the government to provide a conducive environment for business. “While the industry works hard, the government must work even harder”, he said.

Noting the formation of the new world order, the Prime Minister asked to seize the opportunity that is emerging. “We have worked hard over the last few years to create an environment that encourages growth. India has an appetite for tech and risk-taking. We have put the odds in your favour as far as possible through a supportive policy environment. We have shown that India means business”, the Prime Minister concluded.

Campaigning for the upcoming Assembly elections, Prime Minister Narendra Modi addressed a massive public gathering in Gogamukh, marking his first rally in Assam after the announcement of polls. The event witnessed an overwhelming turnout, with enthusiastic participation from youth, women and local communities, signaling strong momentum for the BJP-led NDA.

Opening his address with high energy, the Prime Minister said, “This is my first public meeting after the announcement of elections in Assam. The sea of people in front of me, the enthusiasm of the youth and the blessings of our mothers and sisters clearly show this time, a hat-trick is certain.” Echoing popular sentiment, he added, “Everyone is saying- ‘Aakou Ebaar… NDA Shorkar!’”

Invoking the spiritual and cultural heritage of Assam, PM Modi remarked, “I am fortunate to begin this campaign with the blessings of Lord Shiva at Ghughuli Dol and Donyi-Polo. I bow to Srimanta Sankardev and pay tribute to great sons of Assam like Lachit Borphukan and Bharat Ratna Bhupen Hazarika.”

Highlighting the development trajectory under BJP governments, PM Modi said, “Under the leadership of Sarbananda Sonowal and now Himanta Biswa Sarma, Assam has witnessed a new era of service and good governance over the past decade.” He emphasized that the election is not just about forming a government but about building a ‘Viksit Assam for a Viksit Bharat.’

Referring to the BJP’s recently released manifesto, he noted, “This ‘Sankalp Patra’ is truly a ‘Mangal Patra’- it brings prosperity for Assam. It lays out a clear roadmap for jobs, self-employment and ₹5 lakh crore investment in infrastructure.”

On women empowerment, he said, “Through the Lakhpati Didi initiative, nearly 3 lakh women in Assam have already become financially independent. Now, we aim to empower 40 lakh women.”

Emphasizing farmers’ welfare, PM Modi said that over ₹7,500 crore has been transferred to 20 lakh farmers under PM-KISAN. He added, “Small farmers will now receive an additional ₹11,000 annually. Our government is also committed to permanent solutions for Assam’s flood problem.”

Contrasting past and present, the PM reiterated, “The youth of today have only seen BJP’s governance. They have not witnessed the dark days of Congress rule when Assam was known for violence, curfews and unrest.”

He added that Assam is now defined by development, citing examples such as refinery expansion, bamboo-based bio-refinery projects, and upcoming semiconductor manufacturing. “Soon, Assam will be known not just for tea, but also for chips. ‘Chai bhi, Chip bhi’-this is our roadmap for a Viksit Assam.”

Targeting the opposition, PM Modi said, “For Congress, power and family come first. They ignored Assam’s development for decades.” He also warned against divisive politics, alleging that Congress is attempting to revive policies of appeasement.

Coming down heavily on Congress, PM Modi said, “The people of Assam have freed the state from Congress’s misgovernance, but must remain vigilant as the party is now attempting to push a ‘dangerous agenda’ for political gain.” He recalled that before 2014, the Congress-led government had tried to introduce a divisive communal violence law aimed at appeasement, which was stopped by the BJP-NDA. He alleged that Congress is once again proposing a similar approach in Assam, exposing its intent to divide society for votes.

The Prime Minister further accused Congress of supporting infiltration and previously allowing illegal encroachments on farmers’ and tribal lands. He asserted that while the BJP-NDA government is taking strict action against such encroachments, Congress is opposing these efforts. Warning that Congress seeks to alter Assam’s demographic balance, he assured that the BJP-NDA government will continue to protect the land, rights and identity of Assam’s people, calling it ‘Modi’s guarantee.’

Highlighting infrastructure growth, the PM pointed out that while only three bridges were built over the Brahmaputra in decades of Congress rule, the BJP government has completed five major bridges in just over a decade, with more underway.

Reaffirming commitment to tribal welfare, PM Modi said, “Our mantra is ‘Sabka Saath, Sabka Vikas’. Those left behind will be brought forward.” He highlighted initiatives for the Missing community, including education in native language and youth employment programs.

Concluding his address, PM Modi urged voters to ensure a record turnout. “On April 9, all voting records must be broken. Every BJP-NDA candidate is a soldier of Assam’s development. Make them victorious.” He ended with a strong assurance: “You form the BJP government again and Assam will progress at an even faster pace. This is Modi’s guarantee.”
