Continuing his election campaigning spree, PM Modi addressed an election rally in Uttarakhand’s Rudrapur. Praising the people of the state, PM Modi reiterated, “Uttarakhand has achieved 100% single dose vaccination in record time. I congratulate the people here for this awareness and loyalty. I congratulate your young Chief Minister Dhami ji. Your CM’s work has shut the mouth of such people who used to say that vaccine cannot reach in hilly areas.”

Speaking about the PM Garib Kalyan Anna Yojana, PM Modi added, "Our government provided support to poor during COVID19 via free ration and several other schemes. Corruption would have happened if Congress was ruling the state."

Accusing the Congress of spreading lies, PM Modi said, “The Congress party has had the same policy for decades. Make promises in elections, form government and do scams and corruption. If elections come, then they make new promises. The promises they have made this time too are a bundle of lies.”

Prime Minister Modi further slammed the previous government for ignoring border villages, tehsils, districts of Uttarakhand. He said, “They lie about removing poverty, but their truth is that they are engaged in removing the poor, not poverty. For decades these people deprived the mountain people of basic amenities and forced the poor to migrate.”

PM Modi talked about the several central schemes which are benefiting the people of Uttarakhand at large. He said, “Under ‘Parvatmala’ project, ropeway connectivity will be provided in remote areas via the national ropeway development programme. New medical colleges and degree colleges will be opened. Several Bengali families live here. I want to congratulate Pushkar Singh Dhami ji that he decided to remove the tag of 'Poorvi Pakistan' mentioned in identity cards of rehabilitated Bengalis.” Adding further PM Modi said, “Congress was in power so long but they never recognised the sacrifices of Sahibzadas. We decided to mark 26th December every year as the Veer Baal Diwas.”

Hitting out at the opposition party, PM Modi said, “Those who do not consider India as a nation, those who insult the spirit of the nation, those who insult the heroes who died for the nation, they have come here with the intention of destroying Uttarakhand.”

Addressing the huge rally, PM Modi further alleged, “In whichever state the people ousted Congress, they never allowed it to enter again. The people of Bengal had driven out the Congress five decades ago. After that the Congress was not allowed to come back. In Tamil Nadu for six decades, the people there have not allowed the Congress to return to the government.”

PM Modi concluded by saying, “In this election, Uttarakhand has an opportunity to oust Congress from here. Today, when Uttarakhand has a reliable partner like BJP, I am sure that they will send the Congress away from the state forever.”

Theme of the programme: "Secure Society, Developed India - From Punishment to Justice"

Prime Minister Narendra Modi will dedicate to the nation the successful implementation of three transformative new criminal laws—Bharatiya Nyaya Sanhita, Bharatiya Nagarik Suraksha Sanhita and Bharatiya Sakshya Adhiniyam on December 3, 2024 at 12 noon at Chandigarh.

The conceptualisation of the three laws was driven by the vision of the Prime Minister to remove colonial era laws which had continued to exist post independence, and to transform the judicial system by shifting focus from punishment to justice. Keeping this in mind, the theme of this programme is "Secure Society, Developed India- From Punishment to Justice".

The new criminal laws, which were implemented nationwide on July 1, 2024, aim to make India’s legal system more transparent, efficient, and adaptable to the needs of contemporary society. These landmark reforms mark a historic overhaul of India’s criminal justice system, bringing in new frameworks to tackle modern-day challenges such as cybercrime, organized crime and ensuring justice for victims of various offenses.

The programme will showcase the practical application of these laws, demonstrating how they are already reshaping the criminal justice landscape. A live demonstration will also be held, simulating a crime scene investigation where the new laws will be put into action.
