Key Initiatives in the Union Budget 2025-26: JOBS FOR YOUTH

The Union Budget for 2025-26 has placed a strong emphasis on generating job opportunities, particularly for the youth, with a series of measures aimed at enhancing skill development, supporting MSMEs (Micro, Small, and Medium Enterprises), and boosting employment prospects across various sectors.

Focused Skill Development Initiatives

The government's commitment to skill development has been reinforced with a sharp increase in funding for various programs. The budget saw a manifold rise in the allocation for the skill development ministry, particularly towards the revenue expenses of its centrally sponsored schemes. The overall budget for the skill development ministry increased from ₹3,241 crore in FY25 to ₹6,017 crore in FY26, with a substantial portion dedicated to skilling initiatives that aim to directly address job creation.

One of the major initiatives announced is the establishment of 5 National Centres of Excellence for skilling, which will leverage global expertise and partnerships to develop a robust, future-ready workforce. These centres will focus on “Make for India, Make for the World” manufacturing and will provide training, curriculum design, and skills certification frameworks. The goal is to equip young people with the skills required to meet the demands of both domestic and global markets, making them more competitive and employable.

Supporting MSMEs for Job Creation

A notable aspect of the budget is its support for MSMEs, which are vital to the nation’s economic fabric. Increased investment and turnover limits for MSMEs are expected to spur growth in these enterprises, thereby creating more job opportunities. With this push, the government aims to help MSMEs scale up their operations, which could lead to a substantial rise in employment, especially for young professionals entering the workforce.

Furthermore, the budget outlines enhanced allocations for skill development initiatives to ensure that young workers are equipped with the necessary skills for these evolving opportunities. The expansion of MSMEs is expected to dovetail with these initiatives, offering employment opportunities that are both sustainable and rewarding.

Startups Boost with Extended Period and Fund of Funds

In a significant move to support the startup ecosystem, the government has announced an extension of the tax holiday period for startups by an additional five years. This measure is designed to provide further relief and encouragement to emerging businesses, allowing them more time to stabilize and grow. Alongside this, the government has introduced a ₹10,000 crore Fund of Funds aimed at fostering the growth of startups, enabling them to access capital more easily and accelerate their development. This initiative is expected to fuel innovation and provide crucial financial backing to startups across various sectors.

Support for Women, SC, and ST Entrepreneurs

A new scheme has also been introduced to empower first-time entrepreneurs from underrepresented groups, including women, Scheduled Castes (SC), and Scheduled Tribes (ST). This initiative is designed to support 5 lakh new entrepreneurs from these communities, offering them the resources, mentorship, and financial assistance needed to establish and grow their businesses. The scheme seeks to create an inclusive entrepreneurial environment, helping to bridge the gap and encourage greater diversity in India’s entrepreneurial landscape.

Rural Employment and Livelihood Programs

The Union Budget also outlined a comprehensive multi-sectoral rural prosperity and resilience programme aimed at addressing underemployment, especially in agriculture. This initiative will focus on skilling, investment, and technology to invigorate rural economies and create job opportunities in these areas. By fostering local businesses and providing skill training, the program hopes to reduce the need for migration in search of employment, offering rural populations viable, sustainable livelihoods closer to home.

The government’s vision is to create an ecosystem where migration remains a choice, not a necessity. By tackling the challenges of underemployment and providing skills relevant to the evolving rural economy, the initiative seeks to empower rural youth with the tools they need to thrive in local employment markets.

Incentivizing Youth Employment

One of the key takeaways from the budget is its focus on the working-age population, especially those in their 20s and early 30s. A significant portion of the population earning up to Rs. 12 lakh falls into this age group. The new tax slabs, which offer tax exemptions up to Rs. 12 lakh, are designed to ease the financial burden on younger earners. By providing greater disposable income, these measures aim to support the aspirations of youth who are at the start of their professional careers. For many, the prospect of nil tax payments in their early working years could offer a more financially stable start, allowing them to save and invest more towards their future.
