Dear friends,

In this peak summer, when the sun is mercilessly beating down on the earth, with mercury hovering around 40 to 45 degrees Celsius, when even birds disappear from the scene, what motivates one lakh Karma Yogis of the Gujarat Government to go out there from 7 a.m. till 9 p.m. and extensively cover the countryside, across the state, for nearly a month?

It is for Krishi Mahotsav, which is being held for the last eight years with a determination to reach out to the farmers, to bring the latest technology for the growth of agriculture and animal husbandry at their doorsteps.

If someone wants to see the glimpse of a true democracy with people’s participation in action, one must get a firsthand glimpse of this successful campaign called Krishi Mahotsav. One must join the whole lot of senior officers and junior employees, progressive farmers and agricultural scientists, office-bearers, join hands with them to see them explain to the farmers the benefits, the nitty-gritties of the best agricultural practices.

It often happens in a government’s functioning that the concept is clear but glitches arise in implementation. Gujarat Government has already established its identity in good governance, both in terms of conceiving ideas and successfully implementing them.

In this case, like many other schemes, the government’s think tank discussed the entire campaign, the pros and cons, the difficulties likely to crop up during the implementation and prepared a foolproof roadmap for Krishi Mahotsav, which must succeed. They ensured the experts’ teams reach the last man in the very last mile.

The efforts have not gone in vain! While India’s agricultural has not gone beyond 3 per cent, Gujarat has continuously achieving 11 per cent growth rate during the last ten years.

This is despite the fact that Gujarat does not have perennial rivers and has to depend on rain for agriculture. The Government’s farsighted water management too, helped make Krishi Mahotsav a success.

Alongside Krishi Mahotsav, Gujarat paid equal importance to Cattle Medical Camps throughout the length and breadth of the state, taking care of 2.50-crore cattle wealth – be it treatment of diseases or vaccination campaign. To serve mute animals is a matter of great spiritual satisfaction.

The efforts resulted in an increase in milk production by 68 per cent during the last ten years, contributing to the state’s economic growth.

The message is clear: if the nation has to prosper, we have to make farmers and the villages prosperous. Gujarat’s success story on this front is sure to generate renewed confidence among the achievers.

કૃષિ મહોત્સવ : કૃષિ ક્રાંતિ નો સાદ દરેક ખેડૂત ના ઘર આંગણે

 

ગુજરાત ગરમીમાં બરાબર તપી રહ્યું છે. ૪૦ થી ૪પ ડીગ્રી તાપમાનમાં દિવસે જાણે પક્ષી પણ ડોકાતું નથી. આવા ધોમધખતા ભર ઉનાળામાં ગુજરાત સરકાર, કૃષિમહોત્સવ દ્વારા ખેતી અને પશુપાલનના વિકાસ માટે ગામડાં ખૂંદી રહી છે.

આવી કાળજાળ ગરમીમાં, સરકારના સહુ નાના મોટા મળીને લગભગ એક લાખ જેટલા કર્મયોગીઓ, સવારે ૭ થી રાત્રે ૯ સુધી આખો મહિનો કઠોર પરિશ્રમ કરી રહ્યા છે. અધિકારીઓ, પદાધિકારીઓ, જાગૃત પ્રગતિશીલ ખેડૂતો, કૃષિ વૈજ્ઞાનિકો બધા સાથે મળીને કૃષિક્રાંતિને વધુ આધુનિક અને ઉપકારક બનાવવા ભારે જહેમત કરી રહ્યા છે.

લોકશાહીની સાચી વિભાવના એવી લોકભાગીદારીનો આ કૃષિ મહોત્સવ, સરકાર, ખેડૂત અને કૃષિ વિજ્ઞાનીકોની ભાગીદારી સુનિશ્ચિત કરનાર અદ્દભૂત આયોજન છે. જેના વિવિધલક્ષી સુફળ પણ મળ્યા છે.

ગયા આઠ વર્ષથી દર વર્ષે સતત એક મહિનો આ કૃષિ મહોત્સવ ચાલે છે. ઘણીવાર સરકારમાં યોજનાઓ કે કલ્પકતામાં કોઇ ખોટ નથી વરતાતી પણ અમલીકરણમાં જ મોટી થાપ ખવાઇ જાય છે.

પણ...ગુજરાતની સરકારે ઉત્તમ યોજનાઓનું ઉત્તમ રીતે અમલીકરણ કરી, સુશાસનની નવી મિશાલ કાયમ કરી છે.

સામાન્ય રીતે સરકારી વાત કે વિચાર પણ છેવાડાના માનવી સુધી ન પહોંચી શકતા હોય ત્યાં, યોજનાઓ તો કેવી રીતે પહોંચી શકે? આવી અનેક અનેક યોજનાઓ કેવી રીતે સાકાર થઇ શકે?

ગુજરાતે સુશાસન બાબતે પોતાની આગવી ઓળખ ઉભી કરી છે તેના મૂળમાં, યોજનાઓના અમલીકરણનો અને નિશ્ચિત લક્ષ્યાંક પાર કરવાનો સુવ્યવસ્થિત Road Map તૈયાર કર્યો છે એ જ એની સફળતા છે. કૃષિ મહોત્સવ પણ તેનો એક ભાગ છે.

ભારતનો કૃષિવિકાસ દર ૩ ટકાથી આગળ વધતો નથી. જ્યારે ગુજરાતે આ આખો દસકો લગાતાર ૧૧ ટકા, કૃષિવિકાસ દર હાંસલ કરી, દુનિયાનું ધ્યાન આકર્ષિત કર્યું છે.

ગુજરાત જેવો સુક્કાભઠ્ઠ વિસ્તાર બારમાસી નદીઓનો અભાવ, મુખ્યત્વે વરસાદ પર નભતો ખેડૂત છતાંય કૃષિક્રાંતિમાં સફળ હરણફાળ ભરી છે તેનું કારણ કૃષિમહોત્સવ દ્વારા યોજનાઓનું અમલીકરણ છે.

કૃષિ મહોત્સવની સાથે સાથે પશુ આરોગ્ય મેળા પણ યોજાઇ રહ્યા છે. લગભગ અઢી કરોડ પશુઓની સારવારનો આ સઘન પ્રયાસ છે. ગરીબ ખેડૂતના ગંભીર માંદગીમાં પીડાતા પશુઓની સારવાર હોય કે પશુ રસીકરણનું અભિયાન હોય, પશુની કાળજી લેવાનો આ સફળ પ્રયોગ છે. અર્થકારણથી ઉપર જઇ વિચારીએ તો, જીવદયાનું કે અબોલ પશુની સેવાનો સંતોષ પણ અનેરો હોય છે.

પરિણામે, દૂધ ઉત્પાદનમાં દશ જ વર્ષમાં ૬૮ ટકાનો વધારોએ પણ કૃષિ અર્થકારણ અને ગ્રામિણ અર્થકારણના અભ્યાસુઓ માટે સુખદ આશ્ચર્ય છે. દેશને સમૃધ્ધ કરવો હશે તો ગામડું અને ખેડૂતને સમૃધ્ધ કરવા જ રહ્યા. ગુજરાતની આ પહેલ અને તેની સફળતા, વિકાસને વરેલા સહુ માટે નવો વિશ્વાસ પેદા કરશે તેવી મને શ્રધ્ધા છે.

कृषि महोत्सव: कृषि क्रांति का उद्घोष प्रत्येक किसान के द्वार पर

 

गुजरात गर्मी से बराबर तप रहा है। 40 से 45 डिग्री की झुलसा देने वाली तपिश में दिन में पक्षी भी नजर नहीं आ रहे। आग उगलते आसमान के इस मौसम में गुजरात सरकार खेती और पशुपालन विकास के लिए कृषि महोत्सव के जरिए गांवों की खाक छान रही है।

ऐसी भीषण गर्मी में सरकार के लगभग एक लाख छोटे-बड़े कर्मचारी सुबह 7 से रात्रि 9 बजे तक पूरे महीने कठोर परिश्रम कर रहे हैं। अधिकारी, जागृत प्रगतिशील किसान, कृषि वैज्ञानिक सभी साथ मिलकर कृषि क्रांति को और भी आधुनिक और उपकारक बनाने को पसीना बहा रहे हैं।

लोकतंत्र के मूलभाव समान लोकभागीदारी का यह कृषि महोत्सव सरकार, किसान और कृषि वैज्ञानिकों की भागीदारी सुनिश्चित करने वाला अद्भुत कार्यक्रम है, जिसके विविधलक्षी सुफल भी मिले हैं।

गत आठ वर्षों से निरंतर आयोजित होने वाला कृषि महोत्सव प्रति वर्ष पूरे एक महीने तक चलता है। प्राय: सरकार की योजनाओं और दृष्टि में कोई कमी नहीं रहती, लेकिन उसे अमलीजामा पहनाने में ही बड़ी चूक हो जाती है।

लेकिन... गुजरात की सरकार ने उत्तम योजनाओं का बेहतरीन तरीके से अमलीकरण कर सुशासन की नई मिसाल कायम की है।

आम तौर पर जहां, सरकार की सोच या विचार भी समाज के अंतिम व्यक्ति तक नहीं पहुंच पाते, ऐसे में योजनाएं भला कैसे अपना रास्ता बनाएं? ऐसी अनेक योजनाएं किस तरह से साकार हो सकती हैं?

सुशासन को लेकर गुजरात ने अपनी एक अलग और अनोखी पहचान स्थापित की है। योजनाओं के क्रियान्वयन का और निश्चित लक्ष्य को पार करने का सुनियोजित रोड मैप तैयार किया है और यही उसकी सफलता है। कृषि महोत्सव भी इसमें शुमार है।

भारत की कृषि विकास दर 3 फीसदी के आसपास हिचकोले खा रही है। वहीं, गुजरात ने बीते समूचे दशक के दौरान मुसलसल 11 फीसदी कृषि विकास दर हासिल कर दुनिया का ध्यान आकृष्ट किया है।

गुजरात जैसे सूखे प्रदेश ने बारहमासी नदियों के अभाव और विशेषकर बारिश आधारित खेती के बावजूद कृषि क्रांति में तरक्की की सफल छलांग लगाई है। इसकी वजह कृषि महोत्सव के जरिए योजनाओं का क्रियान्वयन है।

कृषि महोत्सव के साथ-साथ पशु स्वास्थ्य मेले भी आयोजित किये जा रहे हैं। करीबन ढाई करोड़ मवेशियों के ईलाज का यह सघन प्रयास है। गंभीर बीमारी से पीडि़त पशु का उपचार हो या पशु रसीकरण (टीकाकरण) का अभियान हो, गरीब किसान के पशुओं की देखभाल का यह सफल प्रयोग है। अर्थव्यवस्था के नजरिए को दरकिनार कर सोचें तो, जीवदया का या फिर मुक पशु की सेवा का संतोष भी अनोखा होता है।

नतीजा यह कि, दूध उत्पादन में केवल दस वर्ष में ही 68 फीसदी की बढ़ोतरी हुई। यह बढ़ोतरी भी कृषि अर्थव्यवस्था और ग्रामीण अर्थव्यवस्था का अभ्यास करने वालों के लिए सुखद आश्चर्य के समान है।

यदि देश को समृद्घि की दहलीज पर खड़ा करना है तो गांवों और किसानों को यकीनन समृद्घ बनाना होगा। मुझे श्रद्घा है कि, गुजरात की यह पहल और उसकी सफलता विकास के लिए कटिबद्घ सभी लोगों में एक नया विश्वास पैदा करेगी।

A life devoted to India’s unity and progress

Today, 6th July, is a special day for countless people who cherish the ideals of nationalism and selfless service. We commemorate the 125th birth anniversary of Dr. Syama Prasad Mookerjee, whose life remains a timeless example of courage and unwavering commitment to Maa Bharti. Few leaders in modern India embodied the seamless confluence of intellect, public service and moral conviction as profoundly as Dr. Syama Prasad Mookerjee.

The young Syama Prasad was born into circumstances that could easily have assured him a protected and comfortable life. His father, Sir Ashutosh Mookerjee, was among the foremost educationists and intellectuals of his age. Yet, while destiny placed before him a path of privilege, his conscience led him towards one of sacrifice and national service. He was convinced that he could not remain a mute spectator to the turbulence of his times, be it fighting colonialism, communalism, humanitarian challenges and more. Along this journey, he endured profound personal tragedies, including the loss of an infant child and, later, his wife. Yet, these tragedies only deepened his resolve and strengthened his unwavering commitment to serve.

If there was one ideal that defined Dr. Syama Prasad Mookerjee’s public life above all else, it was the indivisibility of India. He stood firm during the upheaval of Partition to ensure that West Bengal remained an integral part of India. A few years later, that very conviction drew him to Jammu and Kashmir. Imprisonment did not deter him and isolation did not diminish him. His life came to an abrupt end in detention, far from the countless people whose cause he had made his own. There are moments in history when an individual’s final sacrifice transcends politics and enters the realm of national memory. Dr. Mookerjee’s last journey remains one such moment. Acharya Vinoba Bhave said that Dr. Mookerjee sacrificed himself for a cause in which he had faith. Years later, the revocation of Articles 370 and 35(A) in 2019 was the most fitting tribute to his martyrdom.

Dr. Mookerjee put India First and Indian values first. And he did it by building institutions and nurturing systems that defied conventional mindsets of those times. He became the youngest Vice Chancellor of the University of Calcutta. In his unique style, he brought positive changes that were patriotic and futuristic. Addressing a conference of educators, Dr. Mookerjee put it wonderfully when he said, “It is incorrect to look upon educational institutions as factories to produce potential clerks and low-paid staff. We have to turn out students who are capable of providing leadership to our self-governing institutions, such as municipal corporations, provincial and central legislatures and also of directing the affairs in various fields of life such as financial, commercial and industrial ones.”

Under his leadership, Calcutta University undertook unique efforts such as improving library infrastructure, boosting research in sciences, encouraging the study of artefacts and establishing courses in agriculture, to name a few. He drew attention to areas such as sports, teacher training and student welfare. To instil a sense of pride among students and alumni, he began a practice of marking 24th January as the foundation day of the University. He requested none other than Gurudev Tagore to compose a song for the University.

Yet another example of this spirit can be seen in the later part of his life, when he decided to form the Bharatiya Jana Sangh. At a time when the Congress Party was omnipresent, he felt that there was all the more reason for an alternative voice to speak up for India’s progress while staying attached to our cultural roots. It was perhaps fitting that the party’s symbol was the Diya, the earthen lamp. A single lamp may appear modest, yet it possesses the power to dispel darkness far beyond itself. It is exactly what the Jana Sangh did both during the years it was active and beyond.

Dr. Syama Prasad Mookerjee’s tenure as India’s first Minister for Industry and Supply reveals a statesman whose conception of development was remarkably comprehensive and humane. He viewed industry as a means of restoring dignity, opportunity and confidence to a newly independent nation. He respected wealth creation and value addition. While laying the foundations of modern industrial India through pioneering initiatives such as the Damodar Valley Corporation, the Sindri Fertiliser Plant and a robust industrial policy, he simultaneously ensured that India’s traditional strengths were not neglected. Handlooms, cottage industries, artisans and textile workers found in him an equally committed champion.

Here, I would like to share a personal experience. The Sindri plant, which Dr. Mookerjee worked to establish with a clear vision of self-reliance, was ignored by those who ran the nation for several decades. I feel honoured that our Government had the opportunity to contribute to its revival. It was indeed among the most special moments to have been there for that programme.

India’s civilisational tradition has long celebrated dialogue and discussions. Dr. Mookerjee embodied this democratic spirit. He joined Pandit Nehru’s Cabinet, believing that the task of nation-building in the early years transcended political differences. He served with sincerity and a constructive spirit. But when he felt that questions of national importance demanded a different course, he relinquished office with dignity and devoted himself wholeheartedly to the political work he believed the nation required.

75 years ago, Pandit Nehru brought the First Amendment, which was a direct assault on free speech. Dr. Mookerjee was among its staunchest critics. He understood fully what the Congress was capable of doing. And he was proven right. Those who brought the First Amendment 75 years ago imposed the Emergency in 1975 and 50 years ago, brought in the 42nd Amendment Act, which again struck at the core of liberal democratic values.

Dr. Mookerjee also stood out for his humanitarian efforts. When the most tragic famine struck Bengal in 1943, Dr. Mookerjee immersed himself in serving those affected. He ensured that several canteens and relief centres were opened to feed people. On one hand, he was deeply shaken by the plight of his people while on the other, he was repulsed by the insensitivity of the colonial rulers. He even wrote a book, Panchasher Manwantar, in which he expressed his angst. When a super cyclone hit Medinipur in 1942, his efforts to restore normalcy were widely lauded.

Speaking at a college in Kolkata, Dr. Mookerjee urged the youth, “Whatever work you undertake, do it seriously, thoroughly and well; never leave it half-done or undone, never feel yourself satisfied unless and until you have given it your very best.” As India advances towards the goal of a Viksit Bharat, the finest tribute we can pay him is to strive every day to build the strong, united, self-confident and compassionate India that he so deeply believed in. And knowing today’s youth, I am certain they will rise to the occasion and do exactly that.
