साथियों,

वैसे तो नेपाल से मेरा बहुत पुराना नाता रहा है, लेकिन प्रधानमंत्री के रूप में नेपाल की यह मेरी तीसरी यात्रा है। इससे यह स्पष्ट है कि नेपाल के प्रति, और भारत-नेपाल संबंधों के प्रति, मेरी और मेरी सरकार की प्रतिबद्धता कितनी गहरी है। और चाहे मैं प्रधानमंत्री के रूप में आया हूँ, या फ़िर एक सामान्य नागरिक के रूप में, नेपाल के लोगों ने मुझे हमेशा अपना माना है, और परिवार के सदस्य की तरह मेरा स्वागत किया है। इस अपनेपन के लिए, गर्मजोशी भरे स्वागत-सत्कार और सम्मान के लिए, मैं प्रधानमंत्री श्री ओली जी का, उनकी सरकार का, और नेपाल के लोगों का, ह्रदय से आभार प्रकट करता हूँ। नेपाल के साथ भारत के संबंध भी, दो सरकारों के संबंधों से कहीं ऊपर, इसी प्रकार पारिवारिक हैं, मित्रतापूर्ण हैं, और जन-सामान्य के बीच के आपसी मधुर और गहरे रिश्तों की मज़बूत नींव पर खड़े हैं।

मेरी यह नेपाल - यात्रा एक ऐसे ऐतिहासिक समय में हो रही है, जब नेपाल में federal, (प्रोविन्सिअल), और local, तीनों स्तरों पर चुनावों का सफ़ल आयोजन हो चुका है। नेपाल के इतिहास में यह कालखंड स्वर्णिम अक्षरों में लिखा जाएगा। नेपाल की जनता ने आर्थिक और सामाजिक प्रगति और परिवर्तन के लिए, राष्ट्र-निर्माण के लिए, प्रधानमंत्री ओली जी के नेतृत्व और vision में अपना भरोसा जताया है। नेपाल के लोगों द्वारा संघीय, लोकतांत्रिक framework में राष्ट्र-निर्माण और विकास यात्रा के फ़ैसले का मैं अभिनंदन करता हूँ। एक अखंड, समृध और सशक्त नेपाल के लिए सभी नेपाली लोगो की आकांक्षा का भारत समर्थन करता है समावेशी विकास और आर्थिक समृद्धि के आपके प्रयासों की सफ़लता के लिए भारत के सवा सौ करोड़ लोगों की शुभकामनाएं आपके साथ हैं।

पिछले महीने हमें भारत में प्रधानमंत्री ओली जी का स्वागत करने का अवसर मिला था। हमने दोनों देशों के विकास के लिए हमारे visions पर काफी बातचीत की थी। आज, यह मेरा सौभाग्य है कि मैं उनके साथ नेपाल की राजधानी में खड़ा हूँ। पड़ौस में, संपर्क और मित्रता के लिए भारत के विज़न की झलक मेरी इस यात्रा में मिलती है।

साथियों,

भारत के लिए हमारा "सबका साथ, सबका विकास” का vision, और नेपाल के लिए ओली जी का "समृद्ध नेपाल, सुखी नेपाली” का नारा एक दूसरे के पूरक हैं। आज हमने एक बार फ़िर भारत और नेपाल की साझेदारी के सभी आयामों की समीक्षा की। लगभग पाँच सप्ताह पहले प्रधानमंत्री ओली जी भारत आए थे, तो उन्होंने मुझसे कई विषयों का उल्लेख किया था। मुझे प्रसन्नता है कि इतने कम समय में ही, दोनों देशों की teams ने मिल कर सभी मुद्दों पर काम किया है और कइ मुद्दों को तो सुलझा भी लिया है। आज की हमारी बातचीत में मैंने इस प्रगति के बारे में प्रधानमंत्री ओली जी को विस्तार से जानकारी दी। हमने कृषि, inland waterways और railways में कई परिवर्तनकारी पहलों की शुरुआत की है। इससे दोनों देशों के लोगों और व्यवसायों की आपसी connectivity बढ़ेगी। मैं inland waterways में हमारे सहयोग को विशेष रूप से महत्वपूर्ण मानता हूँ। नेपाल land-locked न रहे, बल्कि land-linked और water-linked हो, हम प्रधानमंत्री ओली जी के इस vision को साकार करने में हर संभव सहायता और प्रयास करने के लिए प्रतिबद्ध हैं। हमारे कृषि मंत्री शीघ्र ही मिलेंगे। और कृषि अनुसन्धान, कृषि शिक्षा और कृषि विकास में सहयोग के लिए roadmap तैयार करने पर काम करेंगे। रक्सौल और काठमांडू के बीच नए railway link के लिए survey का काम शीघ्र ही शुरू होगा। और trade and investment में हमारे संबंधों को और अधिक मजबूत करने के लिए, हम शीघ्र ही Treaty of Trade का comprehnsive review भी करेंगे। स्वास्थ्य सहयोग में हम एक नया क़दम उठा रहे हैं। काठमांडू में स्थित भक्तपुर कैंसर अस्पताल में कैंसर रोगियों के इलाज के लिए हम शीघ्र ही भारत में विकसित भाभाट्रोन रेडियो-थेरपी मशीन install करेंगे।

हमारे जल-संसाधन और उर्जा सहयोग में आज एक नया अध्याय जुड़ा है। प्रधानमंत्री ओली जी के साथ मिल कर आज मुझे 900 मेगावाट की अरुण-थ्री विद्युत् परियोजना की नींव रखने का सौभाग्य मिला। लगभग 6000 करोड़ भारतीय रुपयों के निवेश की यह परियोजना, नेपाल में होने वाले सबसे बड़े projects में एक है। नेपाल में रोजगार के अवसरों के साथ, इस project से नेपाल में आर्थिक और व्यावसायिक अवसर भी बनेंगे। पंचेश्वर project, एवं hydropower, जल-संसाधन और उर्जा के क्षेत्रों में अपने सहयोग के अन्य projects पर भी हम अपनी बातचीत आगे बढ़ा रहे हैं। हम दोनों इस बात पर भी सहमत हैं कि connectivity हमारे लोगों के विकास के लिए बहुत महत्वपूर्ण factor है। हम अनादी काल से हिमालय पर्वतमाला और नदियों आदि के माध्यम से जुड़े हुए हैं। और अब हम roads, railways, power transmission lines, oil pipeline आदि के माध्यम से अपनी इस connectivity को और अधिक बल देना चाहते हैं।

भारत और नेपाल के मजबूत संबंधों में हमारा open border एक विशेष भूमिका निभाता है। हम किसी भी अवांछनीय तत्व द्वारा इस open border का दुरुपयोग नहीं होने देंगे। प्रधानमंत्री ओली जी और मैं हमारे द्विपक्षीय रक्षा और सुरक्षा सहयोग को और अधिक मजबूत करने के लिए भी प्रतिबद्द हैं। Open border के साथ हमारे संबंधों की एक और विशेषता है – हमारे गहन आध्यात्मिक संबंध। 2014 में जब मैं नेपाल आया था, तो भगवान पशुपतिनाथ का आशीर्वाद लेने का अवसर मिला था। आज सुबह मुझे जानकी मंदिर में माता सीता के दर्शन का सौभाग्य मिला। और मैं आशा करता हूँ कि कल सुबह मुक्तिनाथ और पशुपतिनाथ जी के प्रांगणों में उनकी प्रार्थना करने का सौभाग्य भी मिलेगा। हर साल मेरे जैसे लाखों भारतीय श्रद्धालु नेपाल आते हैं। और इसलिए, प्रधानमंत्री ओली जी और मैंने भारत और नेपाल के बीच पर्यटन को बढ़ावा देने के लिए साथ मिल कर रामायण और बौद्ध circuits के विकास पर भी आज चर्चा की। साथ ही हमने ठोस क़दम भी उठाए हैं।

पिछले महीने दिल्ली में, और आज यहां काठमांडू में, हमारी बातचीत में लिए गए निर्णयों से हमने भारत-नेपाल संबंधों में एक नई उर्जा का, एक नए momentum का संचार किया है। आज जब मैं भारत-नेपाल संबंधों के भविष्य के बारे में सोचता हूँ, तो बहुत आशावादी विचारों से सोचता हूँ। इसी आशा, विश्वास, भरोसे और आपसी मित्रता की भावना के साथ, मैं एक बार फ़िर प्रधानमंत्री ओली जी का, उनकी सरकार का, और नेपाल के लोगों का ह्रदय से आभार प्रकट करता हूँ।

Campaigning for the upcoming Assembly elections, Prime Minister Narendra Modi addressed a massive public gathering in Gogamukh, marking his first rally in Assam after the announcement of polls. The event witnessed an overwhelming turnout, with enthusiastic participation from youth, women and local communities, signaling strong momentum for the BJP-led NDA.

Opening his address with high energy, the Prime Minister said, “This is my first public meeting after the announcement of elections in Assam. The sea of people in front of me, the enthusiasm of the youth and the blessings of our mothers and sisters clearly show this time, a hat-trick is certain.” Echoing popular sentiment, he added, “Everyone is saying- ‘Aakou Ebaar… NDA Shorkar!’”

Invoking the spiritual and cultural heritage of Assam, PM Modi remarked, “I am fortunate to begin this campaign with the blessings of Lord Shiva at Ghughuli Dol and Donyi-Polo. I bow to Srimanta Sankardev and pay tribute to great sons of Assam like Lachit Borphukan and Bharat Ratna Bhupen Hazarika.”

Highlighting the development trajectory under BJP governments, PM Modi said, “Under the leadership of Sarbananda Sonowal and now Himanta Biswa Sarma, Assam has witnessed a new era of service and good governance over the past decade.” He emphasized that the election is not just about forming a government but about building a ‘Viksit Assam for a Viksit Bharat.’

Referring to the BJP’s recently released manifesto, he noted, “This ‘Sankalp Patra’ is truly a ‘Mangal Patra’- it brings prosperity for Assam. It lays out a clear roadmap for jobs, self-employment and ₹5 lakh crore investment in infrastructure.”

On women empowerment, he said, “Through the Lakhpati Didi initiative, nearly 3 lakh women in Assam have already become financially independent. Now, we aim to empower 40 lakh women.”

Emphasizing farmers’ welfare, PM Modi said that over ₹7,500 crore has been transferred to 20 lakh farmers under PM-KISAN. He added, “Small farmers will now receive an additional ₹11,000 annually. Our government is also committed to permanent solutions for Assam’s flood problem.”

Contrasting past and present, the PM reiterated, “The youth of today have only seen BJP’s governance. They have not witnessed the dark days of Congress rule when Assam was known for violence, curfews and unrest.”

He added that Assam is now defined by development, citing examples such as refinery expansion, bamboo-based bio-refinery projects, and upcoming semiconductor manufacturing. “Soon, Assam will be known not just for tea, but also for chips. ‘Chai bhi, Chip bhi’-this is our roadmap for a Viksit Assam.”

Targeting the opposition, PM Modi said, “For Congress, power and family come first. They ignored Assam’s development for decades.” He also warned against divisive politics, alleging that Congress is attempting to revive policies of appeasement.

Coming down heavily on Congress, PM Modi said, “The people of Assam have freed the state from Congress’s misgovernance, but must remain vigilant as the party is now attempting to push a ‘dangerous agenda’ for political gain.” He recalled that before 2014, the Congress-led government had tried to introduce a divisive communal violence law aimed at appeasement, which was stopped by the BJP-NDA. He alleged that Congress is once again proposing a similar approach in Assam, exposing its intent to divide society for votes.

The Prime Minister further accused Congress of supporting infiltration and previously allowing illegal encroachments on farmers’ and tribal lands. He asserted that while the BJP-NDA government is taking strict action against such encroachments, Congress is opposing these efforts. Warning that Congress seeks to alter Assam’s demographic balance, he assured that the BJP-NDA government will continue to protect the land, rights and identity of Assam’s people, calling it ‘Modi’s guarantee.’

Highlighting infrastructure growth, the PM pointed out that while only three bridges were built over the Brahmaputra in decades of Congress rule, the BJP government has completed five major bridges in just over a decade, with more underway.

Reaffirming commitment to tribal welfare, PM Modi said, “Our mantra is ‘Sabka Saath, Sabka Vikas’. Those left behind will be brought forward.” He highlighted initiatives for the Missing community, including education in native language and youth employment programs.

Concluding his address, PM Modi urged voters to ensure a record turnout. “On April 9, all voting records must be broken. Every BJP-NDA candidate is a soldier of Assam’s development. Make them victorious.” He ended with a strong assurance: “You form the BJP government again and Assam will progress at an even faster pace. This is Modi’s guarantee.”
