प्रधानमंत्री ने किर्गिज रिपब्लिक के बिश्केक में 26वीं SCO समिट में भाग लिया

Prime Minister Shri Narendra Modi today participated in the 26th Meeting of the Council of Heads of State of the Shanghai Cooperation Organization (SCO), held in Bishkek, Kyrgyz Republic, between August 31 - September 01, 2026.

This year marks SCO’s 25th anniversary. On this occasion, the leaders took stock of the progress and exchanged views on furthering SCO’s role for peace, security, stability and prosperity in the region.

Prime Minister began his address by thanking the President of the Kyrgyz Republic, H.E. Mr. Sadyr Zhaparov for his warmth and hospitality. He noted that the 25th anniversary of the Summit was an opportune time to lay the roadmap for the next 25 years, building upon the strong tradition of dialogue and cooperation developed by SCO. He stated that in the last Summit, India had shared its vision of Security, Connectivity and Opportunity, and now the group must work to realise concrete outcomes in these three pillars of joint work. He reiterated India’s position that conflicts cannot be resolved on the battlefield and dialogue and diplomacy are the only way forward. Highlighting that terrorism was a grave threat to humanity, he called for committed action to dismantle the terror ecosystem. He specifically stressed that there should be no double standards whatsoever in fight against terrorism. Noting that security in the Eurasia region was closely linked to peace and stability in Afghanistan, he highlighted India’s development and humanitarian assistance to the country.

Prime Minister further stated that strong and trusted connectivity initiatives were important for the group’s shared progress and prosperity. Underlining that India supports connectivity efforts that link markets, enhance trade and open new opportunities for development, he reiterated that such efforts should respect sovereignty and territorial integrity of nations. He further elaborated that technology, entrepreneurship, innovation, start-ups and people-to-people initiatives open immense opportunities for people in the SCO countries. In this regard, he appreciated the focus on youth engagement under Kyrgyzstan’s presidency. Prime Minister underscored that India would be delighted to host the first edition of the SCO Civilisation Dialogue Forum, later this year. This has been India’s flagship initiative seeking to forge civilisational exchanges among the member states.

Besides the Bishkek Declaration, four MoUs, and over twenty decisions and statements were adopted at the Summit in fields ranging from climate, nuclear safety, energy conservation, and combating drug addiction.

India led and supported several initiatives which find place in the Bishkek Declaration, such as English in SCO Charter as the Official Language; Civilization Dialogue Forum; Young Scientist Forum; and Young Author’s Conclave.

हमें अपने साझा भूगोल को साझा अवसरों में बदलना होगा: SCO समिट में पीएम मोदी

किर्गिज़स्तान के प्रेसिडेंट,

Excellencies,

नमस्कार!

SCO की 25वीं वर्षगांठ के इस विशेष अवसर पर आप सबके बीच उपस्थित होना मेरे लिए अत्यंत हर्ष का विषय है।

“बिश्केक” में हमारे भव्य स्वागत और आतिथ्य के लिए मैं राष्ट्रपति जापारोव का हार्दिक अभिनंदन करता हूँ।

कल किर्गिज़्स्तान के Independence Day के दिन हमें यहाँ उपस्थित रहने का सौभाग्य मिला। मैं राष्ट्रपति जी और यहां के लोगों को एक बार फिर हार्दिक बधाई देता हूं।

और आज उज़्बेकिस्तान के Independence Day पर मैं राष्ट्रपति जी और उज़्बेकिस्तान के लोगों को भी बहुत-बहुत बधाई देता हूं।

World Nomad Games की शानदार Opening Ceremony के दौरान हम सभी को किर्गिज़्स्तान की समृद्ध संस्कृति और हमारी साझा विरासत की जालक दिखी। यही साझा विरासत और आपसी जुड़ाव SCO परिवार की एक बड़ी शक्ति है।

पिछले पच्चीस वर्षों में SCO ने यूरेशिया के विशाल भूभाग में संवाद और सहयोग की एक मजबूत परंपरा विकसित की है। हमने मिलकर अपने लोगों की भलाई के साथ-साथ मानवता के विकास में भी बहुमूल्य योगदान दिया है। इन पच्चीस वर्षों में हमने सहयोग की मजबूत नींव तैयार की है। अब आने वाले पच्चीस वर्षों में हमारा लक्ष्य इस सहयोग को स्पष्ट परिणामों में बदलने का होना चाहिए।

आज जब विश्व अनिश्चितता और अस्थिरता से गुजर रहा है, हमें अपने साझा भूगोल को साझा अवसरों में बदलना है। और हमारे प्रयासों से हमारे लोगों के जीवन में सकारात्मक बदलाव लाना हैं।

पिछली बैठक में मैंने SCO को लेकर भारत की सोच के तीन मुख्य स्तंभों का उल्लेख किया था:

S - Security,

C – Connectivity, और

O – Opportunity

अब समय है कि इन तीनों स्तंभों को vision से आगे बढ़ाकर ठोस outcomes तक ले जाया जाए। और इसकी पहली आवश्यकता है – शांति और सुरक्षा। आतंकवाद आज भी पूरी मानवता के लिए गंभीर चुनौती बना हुआ है। इसके विरुद्ध लड़ाई में हम action-reaction की सोच तक सीमित नहीं रह सकते।

हमें आतंकवाद के financing, recruitment, radicalisation और safe havens के पूरे ecosystem को ध्वस्त करना होगा। हमें एक स्वर में बोलना होगा कि इस गंभीर विषय पर दोहरे मापदंड के लिए कोई स्थान नहीं हो सकता।

जो देश आतंकवाद को अपनी नीति का साधन बनाते हैं, आतंकियों को पनाह और समर्थन देते हैं, उन्हें कड़ा संदेश देना होगा कि आतंकवाद किसी के लिए strategic asset नहीं हो सकता।

शांत और सुरक्षित यूरेशिया की हमारी साझा आकांक्षा, अफगानिस्तान में शांति और स्थिरता से भी जुड़ी है। भारत अफगानिस्तान के लोगों के विकास और मानवीय सहायता में योगदान देता रहा है, और आगे भी देता रहेगा।

आज की interconnected दुनिया में सुरक्षा की परिधि और भी व्यापक हो चुकी है। पश्चिम एशिया के संकट ने यह दिखाया है कि किसी एक क्षेत्र का संघर्ष वहीं तक सीमित नहीं रहता। उसका प्रभाव पूरे विश्व की energy security, maritime trade और supply chains पर पड़ता है। इसका सबसे अधिक खामियाजा ग्लोबल साउथ के देशों को भुगतना पड़ता है। इसलिए भारत का आह्वान रहा है कि सभी तनावों और युद्धों का समाधान battlefield पर नहीं, dialogue और diplomacy से ही संभव है।

Drug Trafficking केवल एक अपराध नहीं है बल्कि हमारी युवा पीढ़ी और क्षेत्रीय सुरक्षा के लिए गंभीर खतरा है। SCO के अंतर्गत security threats, organised crime, information security और narcotics जैसी चुनौतियों से निपटने के लिए स्थापित किए जा रहे Centres एक सकारात्मक कदम है। हमें इन्हें practical coordination और timely action का प्रभावी माध्यम बनाना चाहिए।

Friends,

हमारे साझा विकास का दूसरा आधार है, मजबूत और विश्वसनीय connectivity. भारत उन सभी प्रयासों का समर्थन करता है, जो markets को जोड़ते हैं, व्यापार को सुगम बनाते हैं, और विकास के नए रास्ते खोलते हैं। किन्तु इन प्रयासों में सभी देशों की संप्रभुता और क्षेत्रीय अखंडता का सम्मान भी अत्यंत आवश्यक है। यही SCO Charter की भी मूल भावना है।

आने वाले समय में connectivity का स्वरूप और व्यापक होगा। Roads, railways और air corridors के साथ-साथ हमें customs processes को सरल बनाना होगा, digital documentation को बढ़ावा देना होगा, logistics networks को अधिक efficient बनाना होगा।

Friends,

तीसरा स्तंभ है—Opportunity.

इसका अर्थ है कि SCO के सहयोग का लाभ सीधे हमारे लोगों तक पहुँचे। हमारी सबसे बड़ी पूंजी हमारे लोगों के बीच आपसी संबंध हैं। भारत के लिए SCO महान सभ्यताओं, संस्कृतियों और विचारों का संगम है। SCO के अगले पच्चीस वर्षों में people-to-people ties को हमारे सहयोग के केन्द्र में रखना चाहिए।

हमारी सफलता की वास्तविक कसौटी यह होनी चाहिए कि, हमारे प्रयासों से युवाओं को कितने नए अवसर मिले, हमारे entrepreneurs के लिए कितने नए बाजार खुले, हमारे किसानों को technology का कितना लाभ मिला, और हमारे नागरिकों का जीवन कितना बेहतर हुआ।

यही “Security, Connectivity और Opportunity” का वास्तविक अर्थ है।

SCO में हमारा सहयोग केवल government driven नहीं, बल्कि people driven होना चाहिए। मुझे खुशी है कि किर्गिज़स्तान की अध्यक्षता के अंतर्गत SCO में youth engagement पर विशेष बल दिया गया है। भारत ने SCO में Start-up Forum, Young Authors’ Conclave और Young Scientists’ Forum जैसे initiatives लिए हैं।

पिछले वर्ष भारत ने SCO Civilizational Dialogue Forum का प्रस्ताव रखा था। मुझे प्रसन्नता है कि इसका पहला session इस वर्ष भारत में आयोजित होगा। मुझे विश्वास है कि आप सभी की सक्रिय भागीदारी से यह फोरम SCO में जीवंत संवाद का सशक्त मंच बनेगा।

किर्गिज़स्तान के महान साहित्यकार “चिंगिज़ ऐतमातोव” ने विश्व को एक सुंदर और गहरा विचार दिया था। उन्होंने कहा था हम अक्सर उन बातों को अधिक देखते हैं जो हमें अलग करती हैं, और उन बातों को कम, जो हमें जोड़ती हैं।

आज SCO के लिए भी यही संदेश प्रासंगिक है। हमारी विविधता हमारी पहचान है। हमारा साझा उद्देश्य हमारी शक्ति है। बिश्केक से हमें यही संकल्प लेकर आगे बढ़ना चाहिए-

साझा भूगोल से साझा अवसरों की ओर,

vision से outcomes की ओर,

और government driven cooperation से people driven partnership की ओर।

भारत इसी विश्वास और इसी प्रतिबद्धता के साथ SCO परिवार की साझा यात्रा में अपना योगदान देने के लिए तैयार है।
