Ease of Living’ - central tenet of Union Budget 2020-21

“Our Prime Minister has laid before us Ease of Living as a goal to be achieved on behalf of all citizens”, said the Union Minister for Finance & Corporate Affairs Smt Nirmala Sitharaman while presenting the Union Budget 2020-21 in Parliament today. With this backdrop, our government shall work towards taking the country forward so that we can leapfrog to the next level of health, prosperity and wellbeing, she added.

This budget, with the Central Tenet of Ease of Living for all citizens, is woven around three prominent themes:

Aspirational India in which all sections of the society seek better standards of living, with access to health, education and better jobs. Its components are Agriculture Irrigation and Rural development; Wellness, Water & Sanitation; and Education & Skills.
Economic Development for all, indicated in the Prime Minister’s exhortation of “Sabka Saath, Sabka Vikas, Sabka Vishwas”. This would entail pervasive economic reforms and yielding more space for the private sector to ensure higher productivity and greater efficiency. Three components of which are Industry, Commerce and Investment; Infrastructure; and the New Economy.
· A Caring Society, based on Antyodaya, which is both humane and compassionate. Three components of which are Women & Child, Social Welfare; Culture and Tourism and Environment & Climate Change.

These three broad themes are held together by a corruption free, policy-driven good governance and a clean and sound financial sector. The Finance Minister further said that this budget is being presented in the backdrop of two cross-cutting developments namely, proliferation of technologies like Machine Learning, Robotics, AI, Analytics, Bio-Informatics; and the highest ever cohort of productive age population (15-65 years). Consequently, the digital revolution has placed India in a unique leadership position globally. The government aims to:

  • Achieve seamless delivery of services through Digital governance
  • Improve physical quality of life through National Infrastructure Pipeline
  • Mitigate Risks through Disaster Resilience
  • Boost Social security through Pension and Insurance penetration.

The Finance Minister also said that the Union Budget 2020-21 reflects the Government’s firm commitment to substantially boost investment in Agriculture, Infrastructure, Social Sector, Education and Health. This is substantiated by increase in expenditure of Rs 3,43,678 crores over RE (2019-20) while keeping the fiscal deficit at 3.8% of GDP, she added.

Text of Prime Minister's Opening Remarks during the 18th BRICS Summit Session: Inclusive Global Governance and Strengthening

Your Highness,
Excellencies,
नमस्कार!

भारत में आप सभी का स्वागत और अभिनंदन करते हुए मुझे अत्यंत खुशी हो रही है।

भारत की ब्रिक्स अध्यक्षता people-centric और humanity first approach पर आधारित है। Resilience, Innovation, Cooperation और Sustainability हमारी प्राथमिकताएं रही हैं। इन प्राथमिकताओं के साथ, हमने BRICS सहयोग को सामान्य जन से जोड़ने पर विशेष बल दिया है।

इसी सोच के साथ साढ़े तीन सौ से अधिक बैठकों का आयोजन किया गया। लगभग तीस शहरों में आपकी टीम्स का स्वागत करने का हमें अवसर मिला। भारत की ब्रिक्स अध्यक्षता को सफल बनाने में सक्रिय योगदान और समर्थन के लिए मैं आप सभी का हार्दिक आभार व्यक्त करता हूँ।

इस वर्ष की ब्रिक्स Summit एक ऐतिहासिक पड़ाव है। हम ब्रिक्स की बीसवीं वर्षगांठ मना रहे हैं। मानव जीवन में बीस वर्ष की आयु, maturity और responsibility के नए चरण का आरंभ होती है। यह वह अवस्था होती है, जब सपनों के साथ जिम्मेदारियाँ जुड़ती हैं, सामर्थ्य को नई दिशा मिलती है।

आज ब्रिक्स भी अपने ‘coming of age’ के क्षण में है। पिछले बीस वर्षों में ब्रिक्स ने वैश्विक मंच पर अपनी विशिष्ट पहचान बनाई है। हम एक-दूसरे के दृष्टिकोण का सम्मान करते हैं और consensus से आगे बढ़ते हैं। हम किसी के विरुद्ध नहीं, बल्कि सबको साथ लेकर चलने की सोच के साथ आगे बढ़ने का प्रयास करते हैं।

अब समय है, कि हम ब्रिक्स में हमारी एकता और सहमति को वैश्विक मंच पर ठोस परिणामों में बदलें। अगले बीस वर्षों के लिए हमें एक नए और ambitious agenda पर काम करना होगा। इसकी शुरुआत हमें अपने खुद के वर्किंग सिस्टम से करनी होगी।

ब्रिक्स की अध्यक्षता हर वर्ष बदलती है, किन्तु इसकी वजह से हमारा institutional momentum नहीं रुकना चाहिए। मैं BRICS Continuity and Implementation Mechanism का प्रस्ताव रखता हूँ। इसके तहत Troika के माध्यम से सभी initiatives और outcomes का follow up हो सकेगा।

हम एक secure digital repository बना सकते हैं। इसमें हर निर्णय के साथ nodal point, समय-सीमा और implementation status दर्ज किया जा सकता है।

ब्रिक्स को मजबूत करते हुए, हमें global reform की दिशा भी तय करनी होगी। Global Governance का वर्तमान structure, एक pyramid जैसा दिखाई देता है। इसके ऊपरी भाग में power और decision making केंद्रित हैं, और निचले भाग में वे देश हैं जो इन decisions से प्रभावित तो होते हैं, लेकिन उन्हें आकार नहीं दे पाते।

Global South आज वैश्विक संकटों की front row में है, लेकिन decision-making की back row में। हमें इस “pyramid of privilege” को “platform of partnership” में बदलना है, जहां हर देश की आवाज़ हो, हर सदस्य का stake हो और हर प्रयास के केंद्र में मानवता का विकास हो।

इस उद्देश्य से मैं प्रस्ताव रखता हूँ कि हम मिलकर global governance reform के दस proposals तैयार करें, जिसे हम अगली Summit तक एक BRICS Reform Roadmap का रूप देने का प्रयास कर सकते हैं।

इस roadmap को बनाने में हमें तीन मुख्य पहलुओं- Representation, Responsiveness and Rule-making का ध्यान रखना होगा।

पहला, Representation के संबंध में मैं कहना चाहूंगा, UN Security Council में reform अब और टाला नहीं जा सकता। इस विषय पर text-based negotiations को निश्चित समय-सीमा और स्पष्ट परिणाम से जोड़ना होगा।

उसी तरह, financial institutions में voting power, leadership positions और policy priorities आज की इकोनॉमिक रियेलिटीज़ के अनुसार होनी चाहिए। जो देश global economic growth को गति देते हैं, उन्हें global economic governance को दिशा देने में भी उचित भूमिका मिलनी चाहिए।

दूसरा, Responsiveness। वैश्विक संस्थानों में मानवता का विश्वास तभी बनेगा जब वे समस्याओं का प्रभावी समाधान करने में सक्षम होंगे। हमें collective response के speed, scale और last mile impact पर ध्यान देना होगा।

Seafarers का वैश्विक व्यापार में बहुत बड़ा योगदान है, किन्तु अक्सर मुश्किल समय में उन्हें सहारे की कमी महसूस होती है। मेरा प्रस्ताव है कि क्या हम Seafarers Emergency Support Network बना सकते हैं? इसके माध्यम से संबंधित देशों की Maritime authorities और missions को जोड़ा जाएगा। इससे distress alerts, medical assistance, परिवारों को सूचना तथा evacuation में सहयोग दिया जा सकता है।

और तीसरी मैं कहना चाहता हूँ Rule Making के संबंध में। भविष्य के global rules तय करने में समान भागीदारी सुनिश्चित करना अत्यंत महत्वपूर्ण है।

AI, cyberspace, outer space, biotechnology और critical technologies, भविष्य के अवसरों के साथ भविष्य के नियम भी तय कर रहे हैं।

हमें ग्लोबल साउथ को rule-taker से rule-shaper बनाने के लिए प्रयास करने होंगे। ब्रिक्स के माध्यम से हम ग्लोबल साउथ के देशों के युवा diplomats और policymakers को negotiations skills, practical training और legal expertise प्रदान कर सकते हैं।

सुखद संयोग से आज United Nations Day for South-South Cooperation है। Global South को समर्पित इस दिन पर ऐसा निर्णय लिया जाना विशेष महत्व रखता है। भारत इस विषय में lead लेने के लिए तैयार है।

भारत में आयोजित इस ब्रिक्स समिट का संदेश स्पष्ट होना चाहिए: यदि हमारा भविष्य साझा है, तो उसके निर्माण का अधिकार भी साझा होना चाहिए।

यही ब्रिक्स at 20 का संकल्प हो।
