The Union Budget for 2025 places a strong emphasis on strengthening Micro, Small, and Medium Enterprises (MSMEs), recognizing their critical role in driving India's economic growth, creating jobs, and fostering innovation across sectors. The government has unveiled a series of progressive initiatives aimed at improving access to credit, fostering entrepreneurial spirit, and creating a green-tech ecosystem for MSMEs. These reforms are designed to boost the competitiveness of Indian MSMEs on the global stage, making them more self-reliant, sustainable, and capable of contributing to India’s economic aspirations.

One of the most notable announcements is the launch of the National Manufacturing Mission, which focuses on establishing India as a hub for green technology. The initiative will provide targeted support for the solar photovoltaic (PV) cells, electrolysers, and grid-scale batteries industries. By embracing clean and sustainable technologies, MSMEs in these sectors can reduce their dependence on traditional energy sources, lower operational costs, and adopt eco-friendly business practices. This is a crucial step toward creating a circular economy, where businesses contribute positively to environmental sustainability while scaling up their operations.

In addition, the government has proposed the introduction of customized credit cards with a Rs. 5 lakh limit specifically for micro-enterprises registered on the Udyam Portal. This will enable smaller MSMEs to access quick, hassle-free credit and improve their liquidity, which is often a major hurdle for their growth. With enhanced credit availability, these businesses will be better equipped to fund innovation, expand their market reach, and improve productivity.

The government is also pushing for India to become a global hub for toy manufacturing, launching a new scheme aimed at supporting the development of the toy manufacturing industry. This initiative will create new employment opportunities and attract investments in a sector that has enormous growth potential, both domestically and globally. Alongside this, the budget introduces specialized schemes for footwear manufacturing, focusing on both non-leather and leather footwear, with an emphasis on design, component manufacturing, and machinery. These measures will not only spur innovation but also allow MSMEs to diversify and specialize in new product lines, driving both economic growth and job creation.

  • Empowering Women and Marginalized Entrepreneurs: Budget 2025 introduces targeted initiatives for first-time women entrepreneurs and Scheduled Castes (SC) and Scheduled Tribes (ST) By providing financial assistance and mentorship programs, the government aims to empower these underrepresented groups, driving gender equality and economic inclusion. This move will ensure that these entrepreneurs have the tools and resources to succeed, creating a more equitable entrepreneurial ecosystem.
  • Sector-Specific Support: The budget introduces specialized schemes for toys and footwear manufacturing, which are expected to open new avenues for MSMEs in these sectors. Alongside direct financial support, the government is also pushing for structural reforms in the MSME sector. The introduction of interest-free loans for MSME development, alongside schemes like credit enhancement for corporate bonds, will improve access to funding from private investors, making MSMEs more financially viable. The emphasis on technological adoption, skills training, and sector-specific growth strategies will help Indian MSMEs innovate and diversify, making them competitive in both domestic and global markets.

The budget ensures that MSMEs can expand sustainably and stay competitive in a rapidly evolving global landscape by digitizing processes, enhancing transparency, and offering specialized support. With these reforms, MSMEs will be better equipped to contribute to India’s economic transformation and become key drivers of job creation, innovation, and environmental sustainability.

Sales & Purchase Agreement (SPA) between Hindustan Petroleum Corporation Limited, (HPCL) and the Abu Dhabi National Oil Company Gas (ADNOC Gas)

The long-term Agreement provides for purchase of 0.5 MMPTA LNG by HPCL from ADNOC Gas over a period of 10 years starting from 2028.

MoU on Food Safety and Technical requirements between Agricultural and Processed Food Products Export Development Authority (APEDA), Ministry of Commerce and Industry of India, and the Ministry of Climate Change and Environment of the United Arab Emirates.

The MoU provides for sanitary and quality parameters to facilitate the trade, exchange, promotion of cooperation in the food sector, and to encourage rice, food products and other agricultural products exports from India to UAE. It will benefit the farmers from India and contribute to food security of the UAE.

Establishment of a supercomputing cluster in India.

It has been agreed in principle that C-DAC India and G-42 company of the UAE will collaborate to set up a supercomputing cluster in India. The initiative will be part of the AI India Mission and once established the facility be available to private and public sector for research, application development and commercial use.

Double bilateral Trade to US$ 200 billion by 2032

The two sides agreed to double bilateral trade to over US$ 200 billion by 2032. The focus will also be on linking MSME industries on both sides and promote new markets through initiatives like Bharat Mart, Virtual Trade Corridor and Bharat-Africa Setu.

Promote bilateral Civil Nuclear Cooperation

To capitalise on the new opportunities created by the Sustainable Harnessing and Advancement of Nuclear Energy for Transforming India (SHANTI) Act 2025, it was agreed to develop a partnership in advance nuclear technologies, including development and deployment of large nuclear reactors and Small Modular Reactors (SMRs) and cooperation in advance reactor systems, nuclear power plant operations and maintenance, and Nuclear Safety.

Setting up of offices and operations of UAE companies –First Abu Dhabi Bank (FAB) and DP World in the GIFT City in Gujarat

The First Abu Dhabi Bank will have a branch in GIFT that will promote trade and investment ties. DP World will have operations from the GIFT City, including for leasing of ships for its global operations.

Explore Establishment of ‘Digital/ Data Embassies’

It has been agreed that both sides would explore the possibility of setting up Digital Embassies under mutually recognised sovereignty arrangements.

Establishment of a ‘House of India’ in Abu Dhabi

It has been agreed in Principle that India and UAE will cooperate on a flagship project to establish a cultural space consisting of, among others, a museum of Indian art, heritage and archaeology in Abu Dhabi.

Promotion of Youth Exchanges

It has been agreed in principle to work towards arranging visits of a group of youth delegates from either country to foster deeper understanding, academic and research collaboration, and cultural bonds between the future generations.
