ਪੱਛਮ ਏਸ਼ੀਆ ਵਿੱਚ ਚੱਲ ਰਹੀ ਜੰਗ ਅਤੇ ਉਸ ਤੋਂ ਬਣੀਆਂ ਪਰਿਸਥਿਤੀਆਂ ਤੋਂ ਅਸੀਂ ਸਾਰੇ ਜਾਣੂ ਹਾਂ। ਮੈਂ ਅੱਜ ਸੰਸਦ ਦੇ ਉੱਚ ਸਦਨ ਦੇ ਸਾਹਮਣੇ ਅਤੇ ਦੇਸ਼ ਵਾਸੀਆਂ ਦੇ ਸਾਹਮਣੇ ਇਨ੍ਹਾਂ ਗੰਭੀਰ ਪਰਿਸਥਿਤੀਆਂ 'ਤੇ ਸਰਕਾਰ ਦਾ ਪੱਖ ਸਾਂਝਾ ਕਰਨ ਲਈ ਹਾਜ਼ਰ ਹੋਇਆ ਹਾਂ। ਪੱਛਮ ਏਸ਼ੀਆ ਵਿੱਚ ਚੱਲ ਰਹੀ ਇਸ ਜੰਗ ਨੂੰ ਤਿੰਨ ਹਫ਼ਤਿਆਂ ਤੋਂ ਵੱਧ ਦਾ ਸਮਾਂ ਹੋ ਚੁੱਕਿਆ ਹੈ। ਇਸ ਜੰਗ ਨੇ ਪੂਰੇ ਵਿਸ਼ਵ ਵਿੱਚ ਗੰਭੀਰ ਊਰਜਾ ਸੰਕਟ ਪੈਦਾ ਕਰ ਦਿੱਤਾ ਹੈ। ਭਾਰਤ ਲਈ ਵੀ ਇਹ ਸਥਿਤੀ ਚਿੰਤਾਜਨਕ ਹੈ। ਇਸ ਜੰਗ ਨਾਲ ਸਾਡੇ ਵਪਾਰ ਦੇ ਰਸਤੇ ਪ੍ਰਭਾਵਿਤ ਹੋ ਰਹੇ ਹਨ। ਇਸ ਨਾਲ ਪੈਟਰੋਲ, ਡੀਜ਼ਲ, ਗੈਸ ਅਤੇ ਫਰਟੀਲਾਈਜ਼ਰ ਵਰਗੀਆਂ ਜ਼ਰੂਰੀ ਚੀਜ਼ਾਂ ਦੀ ਨਿਯਮਤ ਸਪਲਾਈ ਪ੍ਰਭਾਵਿਤ ਹੋ ਰਹੀ ਹੈ। ਖਾੜੀ ਦੇਸ਼ਾਂ ਵਿੱਚ ਕਰੀਬ ਇੱਕ ਕਰੋੜ ਭਾਰਤੀ ਰਹਿੰਦੇ ਹਨ, ਉੱਥੇ ਕੰਮ ਕਰਦੇ ਹਨ। ਉਨ੍ਹਾਂ ਦੇ ਜੀਵਨ ਅਤੇ ਰੋਜ਼ੀ-ਰੋਟੀ ਦੀ ਸੁਰੱਖਿਆ ਵੀ ਭਾਰਤ ਲਈ ਬਹੁਤ ਵੱਡੀ ਚਿੰਤਾ ਹੈ। ਹੋਰਮੁਜ਼ ਸਟ੍ਰੇਟ ਵਿੱਚ ਦੁਨੀਆ ਦੇ ਕਈ ਜਹਾਜ਼ ਫਸੇ ਹੋਏ ਹਨ, ਉਨ੍ਹਾਂ ਵਿੱਚ ਬਹੁਤ ਵੱਡੀ ਗਿਣਤੀ ਵਿੱਚ ਭਾਰਤੀ ਕਰੂ ਮੈਂਬਰ ਹਨ। ਇਹ ਵੀ ਭਾਰਤ ਲਈ ਇੱਕ ਵੱਡੀ ਚਿੰਤਾ ਦਾ ਵਿਸ਼ਾ ਹੈ। ਅਜਿਹੇ ਮੁਸ਼ਕਲ ਹਾਲਾਤ ਵਿੱਚ ਜ਼ਰੂਰੀ ਹੈ ਕਿ ਭਾਰਤ ਦੀ ਸੰਸਦ ਦੇ ਇਸ ਉੱਚ ਸਦਨ ਤੋਂ ਸ਼ਾਂਤੀ ਅਤੇ ਸੰਵਾਦ ਦੀ ਇਕਜੁੱਟ ਆਵਾਜ਼ ਪੂਰੇ ਵਿਸ਼ਵ ਵਿੱਚ ਜਾਵੇ।

ਪ੍ਰਧਾਨ ਮੰਤਰੀ ਸ਼੍ਰੀ ਨਰੇਂਦਰ ਮੋਦੀ ਨੇ ਅੱਜ ਬਜਟ ਤੋਂ ਬਾਅਦ ਕਰਵਾਏ ਗਏ ਤੀਜੇ ਵੈਬਿਨਾਰ ਨੂੰ ਸੰਬੋਧਨ ਕੀਤਾ। ਇਸ ਵੈਬਿਨਾਰ ਦਾ ਮੁੱਖ ਵਿਸ਼ਾ ‘ਖੇਤੀਬਾੜੀ ਅਤੇ ਪੇਂਡੂ ਬਦਲਾਅ’ ਸੀ। ਤਕਨਾਲੋਜੀ ਅਤੇ ਆਰਥਿਕ ਵਿਕਾਸ ਨਾਲ ਸਬੰਧਿਤ ਪਿਛਲੇ ਸੈਸ਼ਨਾਂ ਨੂੰ ਯਾਦ ਕਰਦਿਆਂ ਪ੍ਰਧਾਨ ਮੰਤਰੀ ਨੇ ਕਿਹਾ ਕਿ ਬਜਟ ਤਿਆਰ ਕਰਨ ਦੌਰਾਨ ਹਿੱਸੇਦਾਰਾਂ ਨੇ ਬਹੁਮੁੱਲਾ ਸਹਿਯੋਗ ਦਿੱਤਾ। ਸ਼੍ਰੀ ਮੋਦੀ ਨੇ ਕਿਹਾ ਕਿ ਹੁਣ ਬਜਟ ਤੋਂ ਬਾਅਦ, ਇਹ ਵੀ ਓਨਾ ਹੀ ਜ਼ਰੂਰੀ ਹੈ ਕਿ ਦੇਸ਼ ਆਪਣੀ ਪੂਰੀ ਸਮਰੱਥਾ ਦਾ ਫ਼ਾਇਦਾ ਉਠਾਏ ਅਤੇ ਇਸ ਦਿਸ਼ਾ ਵਿੱਚ ਤੁਹਾਡੇ ਸੁਝਾਅ ਅਤੇ ਇਹ ਵੈਬਿਨਾਰ ਬਹੁਤ ਅਹਿਮ ਹਨ।
