ଏହି ବର୍ଷର ପ୍ରଥମ ବଜେଟ୍ ୱେବିନାରରେ ଆପଣମାନଙ୍କୁ ମୁଁ ଅଭିନନ୍ଦନ ଜଣାଉଛି। ଗତ କିଛି ବର୍ଷରେ ବଜେଟ୍ ୱେବିନାର ଏକ ସୁଦୃଢ ପରମ୍ପରାର ରୂପ ନେଇଛି। ସାଧାରଣତଃ ବଜେଟ୍‌ର ମୂଲ୍ୟାଙ୍କନ ବିଭିନ୍ନ ପାରାମିଟର୍‌ ଆଧାରରେ କରାଯାଏ, କେବେ ଶେୟାର ବଜାରର ଗତି ଉପରେ ଆଲୋଚନା ହୁଏ, କେବେ ଆୟକର ପ୍ରସ୍ତାବ ଉପରେ ଚର୍ଚ୍ଚା କେନ୍ଦ୍ରିତ ହୁଏ। କିନ୍ତୁ ସତକଥା ହେଉଛି ଯେ ଜାତୀୟ ବଜେଟ୍ କୌଣସି ସ୍ଵଳ୍ପମିଆଦୀ ବ୍ୟବସାୟିକ ଦଲିଲ୍ ନୁହେଁ; ଏହା ଏକ ନୀତିଆଧାରିତ ରୋଡମ୍ୟାପ୍। ତେଣୁ ବଜେଟ୍‌ର ପ୍ରଭାବଶୀଳତାକୁ ମଧ୍ୟ ଦୃଢ଼ ପାରାମିଟର୍‌ ଉପରେ ମୂଲ୍ୟାଙ୍କନ କରାଯିବା ଉଚିତ। ଏହା ହେଉଛି ଏମିତି ନୀତି, ଯାହା ଭିତ୍ତିଭୂମିର ବିସ୍ତାର କରେ, ଋଣ ପ୍ରବାହକୁ ସୁଗମ କରେ, ବ୍ୟବସାୟ କରିବାରେ ସହଜତାକୁ ବଢ଼ାଏ, ପ୍ରଶାସନରେ ପାରଦର୍ଶିତା ଆଣେ, ଏବଂ ଲୋକମାନଙ୍କ ଜୀବନକୁ ସହଜ କରି ନୂତନ ଅବସର ସୃଷ୍ଟି କରେ। ବଜେଟ୍ ରେ ଏହି ସବୁ ସମ୍ବନ୍ଧୀୟ ସିଦ୍ଧାନ୍ତ ଅର୍ଥନୀତିକୁ ଦୀର୍ଘସ୍ଥାୟୀ ଦୃଢତା ଦେଇଥାଏ। ସବୁଠାରୁ ଗୁରୁତ୍ୱପୂର୍ଣ୍ଣ କଥା ହେଉଛି, କୌଣସି ବଜେଟ୍‌କୁ ଅଲଗା ଭାବେ ଦେଖାଯିବା ଉଚିତ୍ ନୁହେଁ। ରାଷ୍ଟ୍ର ନିର୍ମାଣ ଏକ ନିରନ୍ତର ପ୍ରକ୍ରିୟା। ପ୍ରତ୍ୟେକ ବଜେଟ୍ ଏକ ବଡ଼ ଲକ୍ଷ୍ୟ ଦିଗରେ ଆଗକୁ ବଢ଼ିବାର ଏକ ପଦକ୍ଷେପ ହୋଇଥାଏ। ଆମ ସାମ୍ନାରେ ରହିଥିବା ସେହି ବଡ଼ ଲକ୍ଷ୍ୟ ହେଉଛି, ୨୦୪୭ ସୁଦ୍ଧା ବିକଶିତ ଭାରତ ଗଠନ। ପ୍ରତ୍ୟେକ ସଂସ୍କାର, ପ୍ରତ୍ୟେକ ଆବଣ୍ଟନ, ପ୍ରତ୍ୟେକ ପରିବର୍ତ୍ତନକୁ ଏହି ଦୀର୍ଘ ଯାତ୍ରାର ଅଂଶ ଭାବେ ଦେଖିବା ଦରକାର। ସେଥିପାଇଁ ପ୍ରତିବର୍ଷ ବଜେଟ୍ ପରେ ଆୟୋଜିତ ହେଉଥିବା ଏହି ୱେବିନାରଗୁଡିକ ଅତ୍ୟନ୍ତ ଗୁରୁତ୍ୱପୂର୍ଣ୍ଣ। ମୋର ଆଶା ଯେ, ଏହି ୱେବିନାରଗୁଡିକ କେବଳ ବିଚାରର ଆଦାନ ପ୍ରଦାନରେ ସୀମିତ ନରହି ଏକ ପ୍ରଭାବଶୀଳ ମନନ – ଚର୍ଚ୍ଚାରେ ପରିଣତ ହେଉ। ଆପଣମାନଙ୍କର ଅନୁଭବ ଏବଂ ବ୍ୟାବହାରିକ ଆହ୍ଵାନ ଉପରେ ଆଧାରିତ ପରାମର୍ଶ ଆର୍ଥିକ କୌଶଳକୁ ଅଧିକ ସୁଦୃଢ଼ କରିବାରେ ଓ ସମାଧାନ ଖୋଜିବାରେ ନିଶ୍ଚିତ ଭାବେ ସାହାଯ୍ୟ କରିବ। ଯେତେବେଳେ ଉଦ୍ୟୋଗ, ଶିକ୍ଷାକ୍ଷେତ୍ର, ବିଶ୍ଳେଷକ ଏବଂ ନୀତି ନିର୍ମାତାମାନେ ଏକାସାଥିରେ ଚିନ୍ତନ କରନ୍ତି, ଯୋଜନାଗୁଡିକର କାର୍ଯ୍ୟାନ୍ଵୟନ ଉତ୍ତମ ଭାବରେ ହୋଇଥାଏ ଏବଂ ସଠିକ୍ ଫଳାଫଳ ମିଳେ। ଏହି ୱେବିନାର ଶୃଙ୍ଖଳା ପଛରେ ଏହି ଭାବନା ରହିଛି।
