आज भारत आणि रशियाच्या तेविसाव्या शिखर परिषदेत राष्ट्रपती पुतीन यांचे स्वागत करताना मला अतिशय आनंद होत आहे. त्यांचा हा दौरा अशा वेळी होत आहे, ज्यावेळी आमचे द्विपक्षीय संबंध अनेक ऐतिहासिक टप्प्यांदरम्यान वाटचाल करत आहेत. बरोबर 25 वर्षांपूर्वी राष्ट्रपती पुतीन यांनी आमच्या धोरणात्मक भागीदारीचा पाया घातला होता. 15 वर्षांपूर्वी 2010 मध्ये आमच्या भागीदारीला विशेष आणि विशेषाधिकारप्राप्त धोरणात्मक भागीदारीचा दर्जा मिळाला होता.
