Shri Modi campaigns in Belgaum. On May 2nd, 2013, Shri Modi addressed a grand rally in Belgaum before the Assembly elections in Karnataka this week. At the outset, Shri Modi recalled Belgaum greats like Rani Chinamma and Sangoli Rayann. Shri Modi recalled his earlier visits to Belgaum and the poor quality of infrastructure at that time. He praised the BJP government for improving the infrastructure in Karnataka.

Neither Bangalore nor Belgaum are new for me. 1991-1992, I was part of Yatra led by Dr. Murli Manohar Joshi. At that time, because the condition of roads was poor, where we had to reach at 8 PM we reached at 2 AM.

Today I congratulate BJP Government for the great work in road infrastructure. I congratulate leadership of Jagdish ji.

Last time I came to Belgaum, people talked about water problems. Some tehsils were such that many tankers were needed. BJP Government, in a scientific manner, has taken steps to end the water crisis.

There is water and farmers are also being explained about drip irrigation. Earlier, it was believed where sugar cane cultivation happens, micro irrigation cannot happen. Gujarat proved it otherwise. And I am proud that here in Belgaum too farmers associated with sugar cane are using micro irrigation

PM came to Karnataka. You are fortunate that at least he spoke. In Delhi he does not speak. PM cannot even speak in Delhi. So it is very good in Karnataka at least he said something. And he has to speak what is written.

But how did he talk about power situation? Due to whom was the nation reeling under electricity crisis? It is the current Central Government.

[PM’s] priority was to build big airports, serve big people. These were his priorities that’s why he never thought about electricity! Under who was India in the dark? For 2 days North India was in darkness. Operations in hospitals stopped, trains stopped.

Who was responsible for this? You have not been able to give answer. That time's power minister, the person responsible for the crisis was promoted. He who failed in power you gave him the gun! What thought process is this?

What is the reason you are not bringing black money back to the nation. Today the reason for the power crisis is that the UPA government doesn’t have a policy. The Centre brought out a Solar Policy after Gujarat, the central government’s policy was more liberal and yet BJP ruled states provide 90% Solar energy production. I congratulate Jagdish ji. He did not leave Karnataka at the mercy of Delhi. He created solar energy network in Karnataka.

Congress is not bothered by well being of nation. They misuse CBI. They use Government agencies to target opponents. They have time to attack BJP. But has no time to take on Pak or China

Congress has destroyed the nation from within for their political ambitions. No institution is left which Congress has not misused. The Government shows efficiency when it comes to misusing CBI and other constitutional bodies. Such are the ditches that you have created that you will get trapped and fall in them one day.

Support is taken at threat of CBI and if someone withdraws like DMK did, there were CBI raids in hours in Chennai. A few days back they were caught in SC. Now it is question of who will resign

Mr. Golden Spoon, let me remind you of what your own father said...that to at a time when from the Parliament to the Panchayat the Congress dominated the nation's politics. He said out of every rupee, only 15p reaches the people. Which was the hand that took the 85p?

What Pakistan did was extra judicial killing. They have killed him. Once Government of India came to know Sarabjit’s life is in danger, world consensus on issue should have been created, pressure on Pakistan should have been put.After making Sarabjit family reach Pakistan you thought your work is over.

A Kerala Minister came to meet me. His fault was he said Namaste to me. A Minister from an Indian state meets a CM from another state and the Congress CM sought answer from him. But the same Congress Government serves Pakistan's PM Chicken Biryani. And that too after Pakistan beheads two of our soldiers.

What did not happen for 40 years, the BJP Government has done in 5 years. BJP Government has given great respect to Belgaum. 

They have such a big Government in Delhi but is Delhi safe? Are women safe there? Is it free from corruption? There are so many sins in Delhi, can you allow them to enter Karnataka? Bring Congress here and the same thing that is happening to Delhi and the Nation will happen in Karnataka.

Does anyone burn a house irrespective of what the problem may be at home? Then do not let Karnataka get ruined. We have the courage to go among the people that whatever mistake we made, we are willing to rectify it.

Can any Congressman say even this much? Instead, the thief is pointing at the police! Their arrogance is sky high. What did not happen for 40 years, the BJP Government has done in 5 years. BJP Government has given great respect to Belgaum. Jagdish ji got Assembly session here to Belgaum.

Political untouchability has become the Congress’ nature.

Their writ does not run with Pakistan, Maldives, Italy, China but they train guns on BJP Governments. All those who came for Vibrant Gujarat Summit, the Congress Government sent IT notices to them. Political untouchability is their nature.

Soniaji said that in 100 days we will bring down prices. Today country is asking for answers. We do not need RTI its open that prices are rising! Did Sonia ji talk about the fact that poor are not able to light stove, that the poor are happy did she apologize?

Soniaji, you, yourself a Mother. Poor are being troubled but you are not moved. At least you could have said few words.

A large number of people from all sections attended the rally in huge numbers. State BJP President Shri Prahlad Joshi and other Karnataka BJP leaders were present during the rally. Shri Modi greeted the crowd in Kannada and Marathi which thrilled the audience.

The Prime Minister, Shri Narendra Modi addressed policy makers in the domain of education and skill development, students and teachers, across the country via video conferencing, to mark the completion of one year of reforms under the National Education Policy 2020. He also launched multiple initiatives in the education sector.

Congratulating the countrymen and students for New Education Policy completing one year, the Prime Minister lauded the hard work of teachers, professors, policymakers in realizing the New education policy on the ground, even during the difficult time of Covid-19.  Noting the significance of the year ‘Azadi ka Amrit Mahotsav’, the Prime Minister said that the new Education Policy will play a major role in this important period. The Prime Minister said our future progress and growth is dependent on the level of education and direction given to our youth today. “I believe that is one of the bigger factors in ‘mahayagya’ of national development”, said the Prime Minister

The Prime Minister noted the changes brought by the pandemic and how normal online education became for the students. More than 23 hundred crore hits on Diksha portal bear testimony to the utility of portals like Diksha and Swayam. 

The Prime Minister noted the strides made by the youth from small towns. He cited great performance at the Tokyo Olympics by the youth from such towns. He lauded the efforts of the youth in the fields of robotics, AI, start-ups and their leadership in industry 4.0. He said if the younger generation gets the environment suitable for their dreams, there is no limit to their growth. He stressed that today’s youth wants to decide their systems and their world on their own terms. They need exposure and freedom from the shackles and restrictions.  New Education Policy, assures our youth that the country is fully with them and their aspirations. Artificial Intelligence programme which was launched today will make the student future oriented and will pave the way for AI-driven economy. Similarly, National Digital Education Architecture, (NDEAR) and National Education Technology Forum (NETF) will go a long way in providing a digital and technological framework to the entire country, the Prime Minister said.

The Prime Minister highlighted the openness and absence of pressure in the New Education Policy. He said that there is an openness at policy level and openness is also visible in the options available to the students.  Options like multiple entry and exit will free students from the restrictions of staying in one class and one course. Similarly, modern technology based Academic Bank of Credit system will bring revolutionary change. This will give confidence to the student in choosing stream and subjects. 'Structured Assessment for Analyzing Learning levels', SAFAL will take away the fear of examination. The Prime Minister reiterated that these new programmes have the capability to change India’s destiny.

Quoting Mahatma Gandhi, the Prime Minister emphasized the importance of local languages as medium of instructions. The Prime Minister informed that14 engineering colleges of 8 states are starting to impart education in 5 Indian languages Hindi, Tamil, Telugu. Marathi and Bangla. A tool has been developed for translating engineering course in 11 languages.  This emphasis on mother tongue as the medium of instruction will instil confidence in the students from poor, rural and tribal background. Even in the elementary education mother tongue is being promoted and Vidya Praveshprogamme, launched today, will play a big role in that. He also informed that Indian sign language, for the first time, has been accorded the status of language subject. Students will be able to study it as language also. There are more than 3 lakh student who need sign language for their education. This will give a boost to Indian sign language and will help the divyang people, said the Prime Minister.

Underlining the critical role of teachers, the Prime Minister informed that from the formulation stage to implementation, teachers are active part of New Education Policy. NISHTHA 2.0, launched today will provide training to teachers as per their needs and they will be able to give their suggestions to the department.

Prime Minister launched the Academic Bank of Credit that will provide multiple entry and exit options for students in Higher education; 1st Year Engineering Programmes in Regional Languages and Guidelines for Internationalization of Higher Education. The initiatives to be launched also included Vidya Pravesh, a three month play based school preparation module for Grade 1 students; Indian Sign Language as a Subject at secondary level; NISHTHA 2.0, an integrated programme of teacher training designed by NCERT; SAFAL (Structured Assessment For Analyzing Learning Levels), a competency based assessment framework for Grades 3, 5 and 8 in CBSE schools; and a website dedicated to  Artificial Intelligence. The event also witnessed the launch of National Digital Education Architecture (NDEAR) and National Education Technology Forum (NETF).
