આજે 23મી ભારત-રશિયા સમિટમાં રાષ્ટ્રપતિ પુતિનનું સ્વાગત કરતાં મને આનંદ થાય છે. તેમની યાત્રા એવા સમયે થઈ રહી છે જ્યારે આપણા દ્વિપક્ષીય સંબંધો અનેક ઐતિહાસિક સીમાચિહ્નો પાર કરી રહ્યા છે. બરાબર 25 વર્ષ પહેલાં, રાષ્ટ્રપતિ પુતિને આપણી Strategic Partnership (વ્યૂહાત્મક ભાગીદારી) નો પાયો નાખ્યો હતો. પંદર વર્ષ પહેલાં, 2010 માં, આપણી ભાગીદારીને Special and Privileged Strategic Partnership” (વિશેષ અને વિશેષાધિકૃત વ્યૂહાત્મક ભાગીદારી)ના દરજ્જા સુધી પહોંચાડવામાં આવી હતી.
