સદન વતી અને મારી તરફથી, હું શ્રીમાન હરિવંશ જીને ખૂબ-ખૂબ અભિનંદન આપું છું અને શુભેચ્છાઓ પણ પાઠવું છું. રાજ્યસભાના ઉપસભાપતિ તરીકે સતત ત્રીજી વખત ચૂંટાવું, તે પોતાનામાં જ આ સદનનો તમારા પ્રત્યે જે ઊંડો વિશ્વાસ છે અને વીતેલા સમયગાળામાં તમારા અનુભવનો સદનને જે લાભ મળ્યો છે, સૌને સાથે લઈને ચાલવાનો તમારો જે પ્રયાસ રહ્યો છે, તેના પર એક પ્રકારે સદને આજે મહોર લગાવી દીધી છે અને આ પોતાનામાં જ એક અનુભવનું સન્માન છે, એક સહજ કાર્યશૈલીનું સન્માન છે અને એક સહજ કાર્યશૈલીનો સ્વીકાર પણ છે. આપણે સૌએ હરિવંશ જીના નેતૃત્વમાં સદનની શક્તિને વધુ પ્રભાવી થતી જોઈ છે અને હું કહી શકું છું કે માત્ર સદનની કાર્યવાહીનું સંચાલન જ નહીં, તેઓ પોતાના જીવનના ભૂતકાળના જે અનુભવો છે, તેનો પણ ખૂબ જ સચોટ રીતે સદનને સમૃદ્ધ કરવામાં ઉપયોગ કરે છે. તેમનો આ અનુભવ સમગ્ર કાર્યવાહીને, સંચાલનને અને સદનના માહોલને વધુ પરિપક્વ બનાવે છે. મને વિશ્વાસ છે, ઉપસભાપતિ જીનો નવો કાર્યકાળ એ જ ભાવના, સંતુલન અને સમર્પણ સાથે આગળ વધશે અને આપણા સૌના પ્રયાસોથી સદનની ગરિમાને નવી ઊંચાઈ પ્રાપ્ત થશે.
