My heartfelt greetings to all the 530 youths, the focus of this function, who are going to take up a new responsibility, all theofficers, guardians of the youngsters, guests and students present here at this function…

 Gujarat started its development journey in 1960. In so many years, this is the first instance that PSIs who are an important unit ofthe police force have their pass out parade in such a large number at once.It is also a matter of great pride that 68 of these 530PSIs are women. This is more than the total number of women in this type of pass out parades in the past 50 years, in a single parade.It has also been observed that there are highly qualified youngsters in a very large numbertoday who have accepted this field as a mission.Many are engineers, many are young men who have been awarded Doctorates, so many youngsters are Law graduates, there aremany such whowereteacher once, have come here by leaving that field. There are so many youngsters who were once on one or other posts in the Government and have come here by leaving that.Joining this field as a mission itself is a good sign for the Gujarat Police Force and I myself feel proud on this fact and I congratulate all of you, acclaim youfor selecting this field. Friends, there is a period of testing during the training. Sometimes there are also some moments whenit seems that why such hard workis for?As you are in the training from morning to evening, for months, it feels that it would be better if we get out from here as soon as possible. It is natural to have such feelings. But if the goal is to be achieved then no matterhowdifficultthe journey is, if we must positively cross it then only we can enjoy reaching the destination. Today it is the same joyous moment for all of you.

Friends, the upbringing provided here, is not to get a certificate, or a trophy or just to get a placement in any job, this type of training is to be lived for the whole life.And the one who makes whatever is achieved during the learning period a habit of life, only can succeed in the life.It is natural to be in the discipline here as it is in the system,it is natural towake up early as we are in a system. Bugle sounds in the morning, whistle sounds and it takes us into picketing. It is not difficult to mouldourselves while in a frame of any system.If someone asks us to stay in a room of 3x6, we cannotstay there and if someone forces us to stay therein for 48 hours, to be spent anyway, then it feels like a burden. But if there is a journey of 48 hours and the time to be spent in that small compartment of the trainthen we pass it very easily, because we know that I am within a system and only after 48 hours I can get off, so that you pass that time with positvity. Therefore getting through this one year period was not as difficult as it is going to be now when nobody would be there to ask you, nobody would be there to tell you to do exercise. Recall, remember allthe topics that you have observed, the legal nuances that you have understood and by linking up your mind with every incident… that such thing happened; what would I have done? Until and unless our mind does not constantly practice this function, we can not become successful in our profession.It is the biggest challenge to try to live the period of here for all the twenty four hours.I hope that all you youngsters, while steppingtowards a new opportunity of the life today, you will keep these things in mind that how it could be lived, how it could be a part of the life, how this training could be useful for the reformation of life, instead for any position.Therefore if this training becomes useful in this way, I believe that you would adorn your uniform. The name-plateon your shoulder is the prestige in its own. It does not only increase the grace of your shoulder, rather the mark on your shoulder reflects your responsibility towards this State.The shoulder is not to increase your own respect,it is to increase the respect of the State. And the one who understand the strength of this shoulder, the plate attached to the shoulder, the attached symbol, the name… all these have their own strength, there is a dignity, an honour associated with it and therefore your shoulder becomes the strength of the whole state.The whole life, the body and the soul have to be dedicated and then only the true life is made.

Friends, there is always a happiness of freedom in the school days and therefore, no matter how large the responsibility to be handled is, our mindisalso veryflexible and openwhile we are in pupilage. But when we take up the responsibility with the same upbringing, it becomes a hugeburden for us and this is an area where the atmosphere is the most stressful. You have to remain attentive every moment. You never know at what moment what will happen, where you will have to run, where you will have to rush! The Yoga that has beentaughtto youhere,ifbecomes apart ofyour lifein such situations, by becoming free from the stress, with peaceful mind, nomatter how manyhurdlescome, how many difficulties come, how intense situation is to be handled, if the mind is to be kept sound then you will make this Yoga education the part of your life, this is what I expect from you all.If youhavea smile onyourface, youcangetthe toughest work done very easily.Andhence, the human angle and the nicety of the education & training given here should never be forgotten and should always be given the priority.

Ladies & Gentlemen, youare entering asystem today from here.When you enter in a big pipeline from the one side, you will get out from the other side anyway, whether you wish or not. Though some people are such that once they enter in the system, they think that the time itself will take them forward. Friends, one who waits for the time, neither get anything from the life, nor can get satisfaction of giving anything to anybody in his life. Friends, I do not want you to consider this as your goal, take this as a resting place. You decide in your mind to go ahead and reach to the newer heights. For that, if you try to increase your strength, your knowledge, your skill and add your qualities, I am sure this will not remain only a halt for you. The time will not wait for you but you will have to find out the time and opportunity toreachhigher positions.No matter how difficult paths you have to pass through, walk through. No matter how many ordeals you have to clear, pass them but keep your goal higher by dreaming of going to the higher positions. Keep on crossing the stages one by one and if you go ahead with a resolution to achieve something new, then I am sure Friends, many of you can brighten their names in the whole India by becoming the pride of this State. This is my confidence, you rely on yourself, you can definitely move forward.

I feel very proud, when I was coming here to observe the passing out parade, I looked at some citizenshere and have felt that most of them were those families whose son, whosebrotheris participatingintheparade. I was looking at them. Kin of very common families are sitting here. They are not from any very high society.There aremanywidowedmothers, whosesonmay be standinggracefullyinthis uniformtoday.Whenwould thewidowedmotherhave thoughtthat mysoncanalso getthistype ofposition?The waythe systemis going throughtoday, no one can trust that the son of a widowed mother, to whom nobody even knows, but according to the system, because of the transparency, due to his caliber, he has reached up to here. Ladies & Gentlemen, the waywehave got this opportunity,wewill rememberthis thingfor the whole life that today my mother is glad because of the transparent system which helped me reach here. My brother is happy, my sister is happy, my father is happy, my mother is happy… my whole family is happy. Those who believe that the entry that I have got, the window that has been opened for me to reach this stage, the transparency which was there…had a great strength in it. If that transparency is the reason of the joy of my life, if that transparency is the reason of the happiness of my family, then it becomes my duty to follow this transparency throughout my life, so that Ican alsolead tothe happiness ofmany people. And therefore Friends, I would expect from you, I request you, I would urge… And whenyouhave taken an oathin the presence of God today, every single word of the oath has to be lived, Friends.The oath, is not merely a speech, the oath is not just empty words.Tricolourflag is the pride, praise and honour of our life. When we touch it, a new consciousness is infused in us.When you touch it in such a situation, the same consciousness is transmitted within you also.Youwill rememberthis momentlifetime. Many legends sacrificed for the pride of this tricolour flag. From 1857 to 1942, so manypeoplegavetheir lives andthenin the year '47,we could attain the honor and prideofthetricolorflag. Ladies & Gentlemen, the honour, which today we have got an opportunity to touch, how big it could become the strength of our life, how big an opportunity it could become to awaken the consciousness in our life. How the words of the oath become the determination of my life, instead of remaining just words, how the essence of the oath becomes the sense of my life and how can I try to live it every moment with remembrance ofthe God and then the value of the oath really increases. May your life moves ahead with the power of this oath, I wish you good luck for that.

The countryis fa gnewercrisis. There was a time, when the army used to battle, blood of the many was flowing and manymothers had to lose their sons! The time has changed. Today, the technology has taken place in the war. The situation of facing the bullets with outstretched chest is getting less.The victory or defeat of the nation may become possible despite this. New fields are opened now and so the issue of security in normal life has not remained the same. The technology has taken place in criminal activities. It has not remained the subject of a few crimes. Now the country has to combat against the problems of terrorism, naxalism, etc. Friends, there are more soldiers killed by the bullets of the terrorists than in the battle field. Today the naxalism has become a major cause to disruptthecountry’s development. There are so many such areas in this country, wherethe governmentbuilttheschoolandnaxalites blew it up. If hospital was built somewhere, the naxalites blew it too. So many people are being killed to cause the fire of discontent. Ladies & Gentlemen, whether it is terrorism or naxalism, we have to protect the life of innocent civilians by putting our life at risk. And Friends, until there is courage within, wecannotdeal withthat situation. And the courageisnotderived frombooks, the bead of courage is not recited, we have to prepare ourselves for that and when there is purity in the mind, there is determination in the mind, then there is nothing like fear remains in the mind. And therefore I want my every fellow to be fearless, intrepid. Thekey attributesoftheuniformmust befearlessnessandcourage. If he is not fearless and courageous, then perhaps he would be deterred out of fear and therefore Ladies & Gentlemen, youare goingtowardssuch a liability, where to exceedthe heightofthelife, to protect the common people, you will apply yourself.

We hear since our childhood that the police isthe friend of the people.I want to bringthischaracter and therefore we have started ‘Raksha Shakti University’. In that ‘Raksha Shakti University’. First of all wewant to train the personnel of the security forces, not for the job, but for the life. This job, this profession it has to be only a by-product, wewant to goin that direction. We want to use this also in the coming days. Iwas talkingtosome friends in the Government. You had one and a half years, in which youmust haveelivedon the tip ofthe sword, whatever you have learned here.Everyonewill noticeyouclosely, everything will be reported, evenyoursmallestmistakecanbecomea very big problem for you.In this one and a half year, youhave toprove yourself only by discipline.There areseveraltypes of methods for that.Iam thinking ofaddinga new methodto it.Iwill tellthe expertsofthis field to work on this and we may make some decision within a week. Every policeman who is prepared here gives training to the constables under him for at least 100 hours during his tenure of one and a half year. The training that he has been given here…100 hours, either four batches of 25 hours each or three batches of 30 hours each. Every day 5 to 8 or 5:30 to 8 in the morning, gives training to the constables.Teach them, whatever is learned here. A syllabus of 100 hours should be prepared.And you do that work so that whatever you have learned here, by teaching the same thing, it becomes more solid and the nature becomes more aggressive. Sometimes our focusisnot going onmany thingswhile learning. Often we clear the exams, but at the time of teaching, our attention goes to so many things and therefore I am thinking of adding one more responsibility of 100 hours in your tenure of one and a half years.And we will see that how manypercentof the constables whom you trained succeeds, on that basis we will decide that what you have achieved from here. Nothing from here is to be forgotten.

I am sure Friends,due to adding the youth like you to the system in such a large number at one time in the State, the Gujarat Police Force will get a new strength, we will be able to provide the common man a new sense of security, by becoming a fellow in their pleasures and pains and even the common men and women of Gujarat will feel secure by our mere presence.Our attitude should be such that our presence only can bring a peaceful night’s sleep. With this very expectation; I wish you all the best. I also wish your family on this day.Whenever we get a chance, we all keep on doing something together to repay the obligation of the society. With this only expectation, I evoke you all to take a step forwardin the service ofMother India with a new responsibility and I wish you good luck.

Just as you have gathered here, in Lakshadweep too a large number of people are connected with us through video, because today a new beginning of development in Lakshadweep, a new project that will bring revolutionary change in the lives of the people of Lakshadweep, has also been inaugurated and foundation stones have been laid for some schemes.

A few years ago, when I came among you, I had said that our Daman is rapidly becoming Mini India, and today I see, on the left side is entire Bengal and on the right side is entire Assam. Daman has become a living example of Mini India. The diversity here, people from different regions residing here, gives a beautiful glimpse of the whole of India among you. You all have come in such large numbers to bless us, for this I thank you all very much.

I have had the opportunity to come to Daman and Diu many times. I also keep visiting Dadra and Nagar Haveli, and when I was not Chief Minister or Prime Minister, I used to come here many times. But now when I come here and see the good governance, the governance model, it feels very good. Every time I feel that compared to the last time, this region has moved miles ahead on the path of development.

Dadra and Nagar Haveli, Daman and Diu had dreamt of development for decades. The generations who dreamt earlier have passed away. But today the present generation is seeing with their own eyes that the dreams their parents and grandparents used to see are now being fulfilled before their eyes. Even today, many projects related to connectivity, health, education, tourism, and urban infrastructure have been inaugurated and foundation stones laid here. These development works will make life easier for the people of Daman and the entire Union Territory. They will create new opportunities for the youth. Behind these works, the vision of Praful Bhai Patel, his and his team’s hard work is clearly visible. For this, I also appreciate Praful Bhai and his entire team. Today as I have come among you, a pleasant news has arrived. I had already left Delhi this morning, but the figures that have just come, the news that has arrived, is truly delightful, and I also want to share this happiness with you. The figures that have come today clearly show how strong the foundation of India’s economy is. In the year 2025-26, that is, the financial year that has just ended, India has achieved a growth rate of 7.7 percent, 7.7, and the last quarter that ended on 31st March also recorded India’s growth at 7.8 percent, 7.8. And this is the fastest-growing large economy in the world. Every Indian should feel proud, this is its pace. Today the country is running on the Reform Express, today the country is witnessing such massive infrastructure development, such large-scale work is being done for the welfare of the poor, and the result of all these efforts is that today the country is moving ahead as the fastest-growing large economy. And we all know, the world is engulfed in crises, the economies of the whole world are buried under question marks, but even in this worst period of global crisis, with the collective efforts of 1.4 billion countrymen, India is not only able to sustain itself but also succeeding in staying ahead. Today development is as important for us as ensuring that our development model is sustainable. Today, on World Environment Day, our Union Territory State is realizing this resolution. Today, on one hand, development projects worth thousands of crores have been inaugurated and foundation stones laid here. At the same time, about one lakh one trees in the name of mother, one lakh saplings are also being planted here. I am proud that this is such a Union Territory which has achieved the feat of 100 percent use of solar energy in government buildings. Today, in Diu, the entire daytime electricity demand is being met only by solar power, and we have to take this further. Electricity should also be available in homes through solar energy, and not only that, families should also earn income from surplus electricity. For this, the initiative of installing rooftop solar plants has begun. I also appreciate you all for these achievements.

Along with this, I have also been informed that the people of Daman are running a cleanliness campaign these days. This shows how cleanliness has become a part of the culture of Daman’s public life, and this culture is visible in the cleanliness efforts. Dadra Nagar Haveli, Daman and Diu, being a Union Territory, are also the identity and heritage of India. Therefore, our goals for its development are not ordinary. I remember, when I came to Silvassa last year, I gave you the example of Singapore. I had said that once Singapore was a small fishing village. But the people of Singapore dreamt, they set big goals, and today that same Singapore has become the world’s biggest business hub. Today Dadra and Nagar Haveli, Daman and Diu are also dreaming the same dream. These projects like Namo Airport, the iconic bridge to be built on the Damanganga river, the convention center to be built on the ‘Beach Front’, through such infrastructure we are laying the foundation of big resolutions for the future. Through these projects, your movement will become easier. New possibilities for business will be created here. The pace of development on both sides of Daman will become faster.

Here opportunities related to the hospitality economy will increase, and along with that, facilities like Transport Nagar will also give new momentum to trade and logistics.

The vision we have prepared for the Blue Economy in this region will also be realized only through the strength of hi-tech infrastructure. That is why, today itself, the foundation stone of modern ports is being laid in Kalpeni and Kadmat islands of Lakshadweep. All these efforts will increase the country’s strength in the Blue Economy, and as I said, these are initiatives that will change the destiny of Lakshadweep.

In the BJP government, in our NDA government, the first criterion of development for us is-change in the lives of the poor, the deprived, the tribal, and the middle class! For this, the health sector is our very big priority. In the past years, the country has moved forward with a holistic vision for healthcare. We have solved every concern related to treatment. Today even the poorest have the facility of Ayushman Card. They have the assurance of free treatment up to 5 lakh rupees. To ensure timely diagnosis of diseases, there is the arrangement of Pradhan Mantri Ayushman Arogya Mandirs. Affordable medicines are also available through Jan Aushadhi Kendras. To make these facilities even better and more modern, today health services are being connected with technology through the Ayushman Bharat Digital Mission.

Due to Ayushman Cards and Jan Aushadhi Kendras alone, the poor and middle class have saved nearly 2.25 lakh crore rupees from being spent.

The policies of the central government have greatly benefited the people of this region too. At one time, there was a lack of good treatment facilities here. There was not even a medical college here. But now there is a medical college, and post-graduation studies have also started in it. Silvassa’s Namo Hospital has been serving thousands of people since last year. Today, Namo Hospital has also been inaugurated in Daman. The people of this region will now get the benefit of even better healthcare.

How our government is prioritizing health is also evident in the results of the National Family Health Survey. At one time, most deliveries in India did not take place in hospitals. Today, more than 90 percent of deliveries in the country are happening in hospitals, which has greatly reduced maternal mortality and infant mortality. Due to Mission Indradhanush, India has also made good progress in the field of child vaccination. Before 2014, only 60 percent of children were fully vaccinated. Today this figure has increased to about 90 percent. There has also been a big change in the field of health security. Before 2014, less than 30 percent of families were connected with health insurance schemes. Today Ayushman Bharat has changed those figures too. Now more than 60 percent of families are getting this protection.

If anyone has benefited the most from these efforts of the government in the field of health, it is the women power of my country.

Earlier the youth of this region also had to go outside for higher education. But today, not one but many national-level institutes have been established here. In recent years, new school buildings have been built here, smart classrooms have also been built in schools. More than 40 thousand students are benefiting from them. I am happy that the Union Territory is gradually moving forward in the field of education. Many constructions like Swami Vivekananda Education Hub are happening here.

It is also our resolve that our daughters should not lag behind in this education revolution. For this, many big efforts are being made. Schemes like Saraswati Cycle Scheme and Saraswati Vidya Yojana are helping the daughters here a lot.

Today India is trying that the youth of the country should get the right direction along with the degree. They should get such exposure that connects local talent with global opportunities. In fields like design, law, engineering, medical education, IT, drone, and renewable energy, our present preparation will strengthen India’s workforce. Therefore, the expansion of professional institutions is very important.

Today the foundation stone of the eighteenth campus of NIFT has been laid. This institution will connect the youth here with global exposure. New courses like Drone Technician have also started in ITI Daman. Training programs related to PM Vishwakarma and PM Surya Ghar Free Electricity Scheme are also benefiting the youth.

Sports in the country have also been advanced with new thinking. Our sports are no longer limited to big cities or big stadiums. Efforts like Khelo India have given youth a new platform to showcase their talent. Because of this, children from small regions are coming forward at the national level in the field of sports, and this region has also benefited from it. Diu has emerged as a big center of beach sports today. The Beach Games held at Ghoghla Beach have also drawn the country’s attention to this region. Today modern sports infrastructure is continuously being developed here. The Football Center in Khanvel and the Volleyball Training Center in Daman are strengthening the sports culture here.

Today the country’s big focus is also on tourism. Our effort is that tourism should promote local art and culture. Small places should also be connected with big opportunities. Efforts like ‘Dekho Apna Desh’ have inspired people to know about the diversity of the country. Today heritage tourism, beach tourism, eco-tourism, adventure tourism in India are getting new energy.

In Dadra and Nagar Haveli, Daman and Diu, tourism is also a sector with immense possibilities. This region has been blessed with natural beauty. That is why the policies the country has worked on regarding tourism have greatly benefited Dadra and Nagar Haveli, Daman and Diu. In 2021, about 6 lakh tourists came here. In 2025, this number increased to about 50 lakh. That means in just a few years, tourism footfall has increased nearly tenfold. This has been possible due to better infrastructure, better facilities, and clean beaches. Daman Night Market, Ramsetu Sea-Front, Namopath Sea-Front, Nani Daman Fort, Gangeshwar Temple Complex, such numerous places are today becoming the new identity of this entire region.

To fulfill the dreams of Dadra and Nagar Haveli, Daman and Diu, we also have to increase the industrial strength here. It is also a matter of pride that this Union Territory has made its distinct identity in the field of man-made fiber. Dadra and Nagar Haveli are recognized as the National Man-Made Fibre Capital. This region is also continuously progressing in plastic export. The government has also made continuous efforts to support industries and MSMEs here. MSMEs and other industries here have been provided financial assistance of more than crores of rupees. New opportunities are opening up for small and cottage industries of the Union Territory. I am confident that in the coming time this region will become a big hub of manufacturing.

Seeing the impact of our efforts in Dadra and Nagar Haveli, Daman and Diu gives satisfaction. I have full faith in the people of this land.
