Took oath as the 14th Chief Minister of Gujarat. Came out with major initiatives including Panchamrit (strength of five elements) scheme. This is an integrated approach for all round development and includes Jal Shakti (water), Gyan Shakti (knowledge), Urja Shakti (energy), Jan Shakti (Human Resources) and Raksha Shakti (security). Organized attempt to rebuild the areas devastated by the earthquake of January 2001. Activating the village Panchayats through Gram Sabhas.

"Lok Kalyan Mela" (People's Welfare Fair) scheme floated based on the idea that the Government should reach people's doorstep, and not vice versa. First Lok Kalyan Mela organized at Deesa, where more than 3 lakh people gathered and assistance of more than Rs.1 crore distributed.
