  • Ramesh Desai August 2, 2012 The only section of governments in India that is efficient as well as effective are the armed forces. One of the reasons for this is that they are continuously in training. Questions during such sessions are encouraged. By starting the Karmayogi Abhiyan as well as the Chintan Shibirs, Gujarat ‘s civilian government has set a good precedent. The names given smack of RSS influence but the idea is very modern. Continuous training and Brainstorming sessions are extremely good for a high morale as well as for goal-oriented performance. Having stayed in many other states, I can dare say that Gujarat’s civil servants of all ranks are of a lot more’service towrds people’ orientation than their counterparts either at the centre or in other states. They are not yet upto my expectations but given the momentum generated, things will improve.
