Dear Friends,

I had the privilege of felicitating bright, meritorious students of the Muslim community in Ahmedabad last week, on invitation by the Gujarat Ajmeri Charitable and Education Trust. It was extremely encouraging to see the enthusiasm and exuberance for education on display amongst the young people gathered there, and girls in particular. The girls interestingly had outperformed the boys that evening, securing 65 per cent of the awards and recognitions.

Leaders of the Muslim community were also present in large numbers at the function; and it was heartening to see a similar enthusiasm and drive amongst them for getting their newer generations educated, to consequently progress and prosper.

It has always been very clear and obvious to me that education is one of the most powerful drivers for bringing about progress and development in society. The evening thus augured well for a bright shining future of our beloved nation.

I would like to share with you some of the thoughts I had submitted that evening, as I had found the present audience meaningfully engage and explore them.

Minorities in India have for years been deceived and exploited in the name of vote-bank politics; ending up being used as mere ballot paper – with no one seeming to see or care for the human being behind.

Gujarat has managed to rise above this trap of minority-majority considerations, to focus on all six crore Gujaratis as one. We have always maintained and aimed for universal objectives, without any form of discrimination or bias – all students should get good education; all children should be healthy; and all poor should benefit from welfare schemes. Just as even if one organ of a body is weak, the body cannot be considered healthy; I have always believed that my Gujarat cannot be considered developed if even one section of its society is left behind or weak.

True Development therefore has to be all-round, inclusive, comprehensive and sustainable.

We have often heard the Prime Minister addressing us from the ramparts of Red Fort on August 15 as Hindus, Muslims, Christians, Sikhs and so on. I wonder why he cannot address us simply as ‘my dear countrymen’, rather than breaking us up like this? Isn’t this important to maintain the unity of our nation!

Secularism is a term interpreted in many different ways by different people. For me, it has always been something very simple – putting India First – designing policy, making decisions and taking actions in the best interests of the nation. When we look after India’s interests, the interests of every Indian are automatically cared for.

My government therefore functions on the principle of ‘justice to all and appeasement to none’. And Gujarat is accordingly marching ahead with the mantra of ‘sabka saath, sabka vikas’ (Support from all, Development for all).

Friends, these thoughts that I had explored with the gathered audience that evening, are not mere wishes or fancy imagination. Gujarat has achieved concrete results based on them over the past decade. And it is not me or my government saying so; but in fact a Committee headed by a retired Justice, Justice Rajinder Sachar; constituted by the central government of Dr. Manmohan Singh in 2005; doing so.

The Sachar panel was formed to study the socio-economic conditions of Muslims in India and the report was tabled in the Parliament on 30th November 2006. An analysis of the report presents a clear understanding of the progress made by Gujarat’s Muslims, especially in comparison of their counterparts in other states. The compiled data also exposes the deplorable status of Muslims in states which are singing paeans of secularism, but in-fact playing vote-bank politics.

Here are some revealing statistics from the Sachar report:

Education

  • Muslims in Gujarat have a literacy rate of 73.5 %, compared to the national average of 59.1%

  • The literacy rate of Muslims in Gujarat is 73.5% which is 5 points higher than that of the Hindus which is at 68.3%.
  • Rural Muslim women’s literacy is 57 % compared to national average of 43 %
  • Urban Muslim women average literacy rate is 5 points higher than national average

Muslim education attainment is 74.9 % in primary stage compared to national average of 60.9 %

  • Amongst those who completed their secondary education, Gujarat is at 45.3% ahead of national average of 40.5 %
  • Amongst those who passed higher secondary level, Gujarat with 26.1 % is ahead of national average of 23.9 %

  • In the average years of secondary schooling between ages of 7-16, Gujarat once again is ahead with 4.29 % of national average 3.26 %
  • In villages with over 2000 Muslim population access to education is 100 per cent with national average at 98.7 %
  • In  the population range of 1000 to 2000, 99.9 % villages have education facilities as against national average of 95.4 %
  • As for the villages which have a population of less than a 1000, 98.6 % of the villages have education facility as against national average of 80.4 %

Healthcare

  • In villages where Muslim population is more than 2000, healthcare is accessible to 89.9 % of the villages of Gujarat against national average of 70.7 %
  • 66.67 % of villages have medical facilities against national average of 43.5 % in 1000-2000 population range
  • 53 % of the villages have medical facilities against national average of 20.2 % in areas with less than 1000 Muslim population

Financial Status

Per month per capita income for rural Muslims:

  • It stands at Rs 668 while that of Hindus is Rs 644. This is much higher than that of Andhra Pradesh (Rs 610); West Bengal (Rs 501); UP (Rs 509); Karnataka (Rs 532); MP (Rs 475)
  • Similarly urban areas too have shown higher income than the national average
  • Prosperity of Muslims in Gujarat compared to other states is also reflected in terms of the bank account-wise average deposit. For instance, in Gujarat it is Rs 32,932 compared to Rs 13, 824 in West Bengal and Rs 26,319 in Assam

Employment of Muslims in critical departments of the government such as Home Department, State Transport Department, and public sectors is very high.  The percentage of Muslims occupying higher posts is also far greater in Gujarat compared to other States. I will give only one comparison. Of the 25.2 per cent Muslim population of West Bengal, only 2.1% have benefited from government jobs. Gujarat with only 9.1% Muslim population, 5.4% have government jobs.

Real development should not make anyone dependent on the government. Our policy for sustainable growth of any community should be to make them self-reliant. Our collective efforts should be towards inclusive growth to empower the communities. Let us therefore work for the growth of every Indian to make growth inclusive in the real sense of the term.

A US Congressional report has hailed Gujarat as the best example of effective governance and impressive development in India. The report prepared by Congressional Research Service also praised Gujarat CM Narendra Modi saying the state under him has become a key driver of national economic growth. The full report can be read here "Perhaps India’s best example of effective governance and impressive development is found in Gujarat, where controversial Chief Minister Narendra Modi has streamlined economic processes, removing red tape and curtailing corruption in ways that have made the state a key driver of national economic growth. Seeking to overcome the taint of his alleged complicity in deadly 2002 anti-Muslim riots, Modi has overseen heavy investment in modern roads and power infrastructure, and annual growth of more than 11% in recent years. The state has attracted major international investors such as General Motors and Mitsubishi and, with only 5% of the country’s population, Gujarat now accounts for more than one-fifth of India’s exports," the CRS report said. Gujarat is followed by Bihar and its Chief Minister Nitish Kumar, has also been praised for his effective governance and administrative skills. The report hails Nitish Kumar for the restoration of law and order in the state as well as for improvement in infrastructure and education. "Another positive example in 2011 has been Bihar, one of India’s poorest states, where Chief Minister Nitish Kumar has won national attention through his considerable success in emphasizing good governance over caste-based politics; he is credited with restoring law and order across much of the state, as well as overseeing infrastructure and educational improvements of direct benefit to common citizens projects," the report noted. The report also mentions that the actions of Narendra Modi and Nitish Kumar have inspired Uttar Pradesh CM Mayawati to focus on more toward infrastructure projects such as road-building and improving the state’s poor energy grid. "The examples set in by Chief Ministers Modi and Kumar may have inspired the popular leader of India’s most populous state, Uttar Pradesh. Chief Minister Mayawati, who is widely believed to maintain national political ambitions and was at the forefront of a nascent “Third Front” in 2009, has shifted her own focus much more toward infrastructure projects such as road-building and improving the state’s poor energy grid," the report said.

गुजरात के 'गौरवशाली' मुख्यमंत्री नरेंद्र भाई मोदी ने कल सुप्रीम कोर्ट के फैसले के बाद ट्विटर पर लिखा, गॉड इज ग्रेट। स्वाभाविक भी है, हिदुत्व का सबसे लोकप्रिय चेहरा अपने बारे में कोई फेवरेबल फैसला आने पर भगवान को धन्यवाद देगा ही। लेकिन उन्होंने इस ट्वीट के जरिए कुछ संदेश भी दिए हैं। आइए देखें, क्या हैं ये संदेश। पहला संदेश तो शायद वह यह देना चाहते हैं कि अदालतें वगैरह भगवान के सामने चीज ही क्या हैं? भगवान जो चाहे अदालतों से फैसला निकलवा सकता है। तभी तो सर्वोच्च अदालत से निकले फैसले का श्रेय उन्होंने पब्लिकली भगवान को दे दिया। दूसरी बात यह कि मोदी ने गुजरात दंगों के पीड़ितों को भी समझा दिया कि अपने खुदा के सहारे हमसे टकराने की सोचना भी मत। मेरा भगवान सबसे ऊपर है। 2002 में तो हमने तुम्हें बता ही दिया था, अब एक बार फिर अदालत के सहारे बताया है। बाबू समझो इशारे... अगर न समझे तो वीएचपी और बजरंग दल के सुसंस्कारी कार्यकर्ता आ जाएंगे समझाने। तीसरा संदेश उन्होंने अपने बाकी स्यूडो सेकुलर विरोधियों को दिया है। लोकतंत्र वगैरह का राग अलापना है तो अलापते रहो, पर हद से आगे मत बढ़ना। याद रखना कोर्ट, संविधान वगैरह सब ठीक, लेकिन सबसे ऊपर तो हमारा भगवान है। जब वह अपनी पर आएगा तो क्या मुख्यमंत्री और क्या प्रधानमंत्री? तुम सब जानते ही हो नरेंद्र भाई मोदी 2002 में किस रूप में सामने आए थे कि एहसान जाफरी भी उन्हें मुख्यमंत्री समझ धोखे में आ गए और 'अटल प्रधानमंत्री' भी राजधर्म पर अमल को टालने को मजबूर हो गए थे। पर, कुछ बातें नरेंद्र भाई मोदी भी याद रखें तो उनकी सेहत के लिए ठीक रहेगा। जहां तक भगवान से उनके रिश्ते की बात है तो वह जानें और उनके भगवान जानें। उससे हमें कोई लेना-देना नहीं। जब हम भगवान से मिलेंगे तो मोदी के दावों की सचाई पूछ लेंगे। मगर, तब तक कोर्ट, संविधान और लोकतंत्र को गिरवी रखने की छूट हम उन्हें नहीं देंगे। चाहे वह भगवान के ही नाम पर क्यों न हो। भगवान के नाम पर उन्हें इस सच को झूठा बताने की इजाजत भी हम नहीं देंगे कि सुप्रीम कोर्ट ने अभी तक उन्हें बेकसूर नहीं कहा है। उन्हें इतना ही भरोसा है अपने बेकसूर होने का तो न्यायिक प्रक्रिया को उसकी तार्किक परिणति तक पहुंचने दें। और, गुजरात विधानसभा चुनाव जीत कर अगर वह खुद को फन्ने खां समझ रहे हों तो याद कर लें कि दिल्ली की शीला दीक्षित भी तीसरी बार चुनाव जीत चुकी हैं। मोदी देश भर में अपनी लोकप्रियता के जो भी दावे करते हैं उनकी असलियत बिहार में नीतीश कुमार ने साबित कर दिया, जब उन्होंने मोदी को बिहार से दूर रखने की शर्त लगा दी गठबंधन के लिए। और 'मोदी महान' की अपनी ही पार्टी ने उनकी आन, बान और शान के लिए नीतीश से गठबंधन ठुकराने की हिम्मत नहीं दिखाई। आश्चर्य तो यह कि मोदी को ठेंगा दिखाने का पुरस्कार भी पार्टी को बिहार की जनता ने दे दिया। वहां नीतीश और बीजेपी का गठबंधन सत्ता में आ गया। और क्या सबूत चाहिए इस देश के लोक की विवेकशीलता की?

Dear Sir, Namaste ! it gives immense pleasure to learn that all over Socio-Economic development of people is taking place in Gujarat as reported by Sachar Commitee. Gujarat is way ahed to its counterparts so far as upliftment of muslims is concerned.Sir , communal harmoney is not only a subject to talked about as Congress people are doing it for last six decade or it can not be brought about merely by inserting word "Secular" in our constitution as Congress Govt did in 42 Amenments. one has to act for the cause and should have political willingness for the Same. You have delivered it in last decade or so and figures are testimony of it. You have been kind enough to float Minority candidates on BJP banner in last Municipality and Jilla Panchayat election. Christian in tribal disrtict of Dang have won election on BJP tickets and are made office bearers too in Panchayat.Same way many muslims contested on BJP tickets and have won in different parts of state. This shows your willingness towards " Sabka Sath-Sabka Vikas" .Sachar commitee should have to take note of it. Anyway, it is nice to see that Muslims are not only taken as votebank in Gujaret as it used to be in early Cong Govt rather treated as an important component to development of states. So what awareness was created among large section of Hindus during Ram Janmabhoomi Andolan same way this draconian bills awareness also must reach out to the people of this country. Sir, so far you have not twitted or any article on this bill on your blog, so I expect that you bring to your fans notice about bill. Its right time to hit out at Harsh Mander and his coterie or else if kept quite then it is like feeding milk to snake, so better try to keep this snake at length from formulating any law for this country. BJP leaders are opposing this bill but why they are not opposing this snake (Harsh mander) presence and anti-national factory (Human Rights & Civil Society)being involved in imposing diktat on Hindus.? After all we have voted you people to be there in Parliament and state assembly and not to this anti-national factory to run this country in case if there need arise we will approach them but for now they are unwelcome guest for us. hello sir, I have read the post of the muslim communities progress in your state and the only thing which comes to my mind is that your trying to run for the PM post and they are one of the important factor in the 2014 election and let me remind u one thing as BJP is in power and in very few states and does not hold a very strong position in many of the states, so it is difficult to gain more seat in the lok sabha and the regional political parties will always try to go with congress..so if the BJP wants to come in power then it has to be aggressive in campaigning and tying up with other parties from now onwards only. The main problem the BJP is facing is that it does not have a clear stand on who will be the PM candidate and more of all it does not have a leader whom people can trust and rely upon. And lastly there is ony one person who is fit for the PM in BJP is you sir and if ur willing to run for it then make the cloud clear and get on with it and save the country Always want to work for the country. It is good to see our CM reaching out to the muslim community however he should also make them aware of the danger communal education which permanently damages a child's fragile brain and makes it prejudiced for the rest of his/her life.Most terrorist and antisocial elements in muslim society are products of madrasa education which unfortunately is being encouraged in states like UP,Bihar,Assam,Kerala etc.A nation commited to secularism should not fall victim to allowing this kind of narrowminded education teaching one particular ideology whichever it may be.If religion is to be taught let all good aspects of all religions be taught so that children become broadminded and not divided socially leading to conflict.All students should be given same broadbased education stressing importance of searching for truth through experimentation rather than blind belief.A child programmed to a particular ideology will also carry the poison throughout his life which will make him unhappy as well as cause him to damage the cause of national Unity like Jinnah did.It is very difficult to uncondition onself once a person has been programmed to a particular ideology in childhood,so the state should take the responsibilty to see that no child is allowed to be programmed in such a way that he becomes narrowminded,fanatical,prejudiced,divisive,anti women or anti anybody else but that he searches for truth through experimentation whether scientific or spiritual and does not succumb to blind beliefs and ideology.Search for truth should be the highest goal of education and not merely giving unproven knowledge and information whether of science or spirituality.Also one law for all Indians is a must for Unity and justice.Allowing different laws for different religions communities is laying foundation for a permanent division in Indian society.Those who wish to follow islamic laws strictly should be given all help by the government to migrate to islamic countries like Pakistan,Bangladesh,Afganistan which were created by muslims out of india rather than encourage them to stay here,use them as vote banks and harm the future unity and integrity of our nation.India can easily make agreements with all these three countries to exchange the hindu and muslim populations to the benefit of all these countries in the form of greater peace,harmony and uniformity in each of these countries rather than having thousands of hindu-muslim riots all over the country every year.Some territorial adjustments can also be made like the primeminister just did in case of Bangladesh,to exchange some places of religious significance, etc near the border.
